Information detailing those <br />calculations has been reviewed by County Manager and Finance staff and is in <br />keeping with the contract. A budget amendment for the incentive payments is <br />also included with this agenda item. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the incentive payments and <br />adopted the following associated budget amendment: <br />Cabarrus County Budget Amendment Request <br />Date :10 /26/2012 Amount:$64,457.00 <br />Dept. Head: Shelley Farris, Accounting Supervisor Department:Finance <br />❑ Internal Transfer Within Department ❑ Transfer Between Departments /Funds Q Supplemental Request <br />Purpose: This budget amendment is to appropriate fund balance from FY 2012 for the payment of <br />Arena performance incentives to SMG Management Company. The incentive for Food and Beverage is <br />$40,532 and for the Arena operations is $23,925. The construction money for this <br />project is included in the CIP and is scheduled for the 2013 -14 budget year. <br />A Request for Qualifications was issued and we received 5 responses. A <br />committee from the Manager's office, General Services and the Active Living <br />and Parks Department selected 3 firms to make presentations to the committee. <br />We are recommending that the team of Shook Kelley and Site Solutions be <br />selected for this project. That recommendation is based on their <br />understanding of the project needs, demonstrated experience with similar <br />projects, and their overall approach to the project. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the selection of Shook <br />Kelley /Site Solutions as the project architect for the Helms Hall replacement <br />and authorized the County Manager to execute a contract with them subject to <br />review by the County Attorney. <br />(F -a) County Manager - Usage Agreement with Rowan Cabarrus Community College <br />The Usage Agreement with Rowan Cabarrus Community College for the 7th <br />Floor of the Sheriff's Administration was drafted by Richard Koch and sent to <br />RCCC for comments in August. They have acknowledged receipt and responded <br />they are fine with the Agreement as written. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Usage Agreement between <br />Cabarrus County and Rowan Cabarrus Community College for the 7th Floor of the <br />Sheriff's Administration Building and authorized the County Manager to <br />execute the Agreement on behalf of Cabarrus County, subject to review and /or <br />revisions by the County Attorney. <br />(F -5) Planning and Development (Soil and Water Conservation District ) - <br />Grant Proposal to the National Fish and Wildlife Foundation <br />The Soil and Water Conservation District would like to reapply for a <br />$250,000.00 grant from the National Fish and Wildlife Foundation to continue <br />ongoing restoration efforts associated with the Clarke Creek Heron Rookery <br />Significant Natural Heritage Area. The grant application deadline is <br />December 3, 2012. Requested funds are for the purchase of conservation <br />easements and /or property to expand buffers on the Clarke Creek Wetland <br />
