<br />Poole: I just wanted to clarify that the reason we're here today is that our
<br />last meeting you - it wasn't in place. It was my understanding and that we
<br />didn't have it all,. and that's why we to call a meeting prior to Monday and
<br />we have to give notice. So last Monday, or at least when he, when he gave
<br />you notice from the county bonding company, that was the case and so we
<br />needed to - we could not put it on our agenda last (inaudible). I just
<br />wanted to clarify why we're here -
<br />Small: I - I understand completely -
<br />Poole: because we want to make sure we get it done before that.
<br />Small: The notice wasn't provided to me until November the 15 th , you met on
<br />Monday, the 18 with -
<br />Poole: I'm not disagreeing with you on that time and we have to give -
<br />because we're a public body, we have to give notice - public notice, that
<br />we're having a meeting. So we had to make sure we had enough time in order
<br />to have the meeting. So I just wanted to clarify the reason that - that
<br />we're here today is because of the timing of it we had to call a special
<br />meeting, but plain and simple and we wanted to make sure it was done before
<br />next Monday we had -
<br />Small: There's no question that we had to have a meeting at some point to
<br />approve the bond.
<br />Poole: Right. And so that's what we did -
<br />Small: but - but a lot of mention has been made about errors and defects and
<br />deficiencies and I think it's really just taken out of proportion,
<br />completely.
<br />Poole: Well and I think that, that what our attorney said, at least what was
<br />said to me I think said - was said here - that these are minor things that
<br />should be able to be taken care of and that's why we're here today, is to
<br />make sure that we get everything taken care of.
<br />Small: Sure.
<br />Poole: I am personally no different, I'm sure, than any of the other
<br />commissioners in that's one of the problems with being in elected office is
<br />that sometimes you're responsible for things that you may or may not want to
<br />be responsible for. I mean, in my full -time job, I can be held responsible
<br />for a number of issues and it's just a matter of making sure that we're aware
<br />of it. And I wanted to make sure that coming in here today, that I
<br />completely understood this and if our bond council had just gone through with
<br />it, we would have just put it on the agenda and gone on. I wanted to make
<br />sure that all 5 of us were very much educated in the law, I'm not an
<br />attorney, and that was the case. So that's the reason why we've kind of
<br />talked maybe, taken longer today than some people here necessarily would have
<br />wanted us to take, but I wanted - I personally want to make sure that, that
<br />everything's been flushed out the way that it needs to be. I also want to
<br />make one comment, because I'm - I feel certain that this is the case - and I
<br />want to make sure that you understand there's not a person in this room that
<br />thinks you're stupid. You used that term, not me.
<br />Small: I did.
<br />Poole: So I want to make sure that you understand that there is not a person
<br />in this room that thinks that that's the case. What goes on here is that we
<br />have a county manager and we have employees, we have an attorney, who have
<br />expertise to advise elected officials, and I'm certain that when it comes to
<br />the law that of the commissioners, Commissioner White knows the most; when it
<br />comes to other areas, there are others of us that know more. So I just want
<br />to make sure - I want to make sure that you understand, that has nothing to
<br />do with it, it is a matter of making sure that the commissioners are covered
<br />and that what needs to be done is done, and you know, that everything's like
<br />it should be. And that's the only thing - that's the only point of being
<br />here. Whether it is Tony or whether it is the deputy county manager or the
<br />county manager - anybody else - the clerk, all of us, that's the whole point.
<br />It's nothing - it's nothing beyond that, okay?
<br />Small: I just want to make it clear to the board that we obviously needed to
<br />sit down and address any issues we had at some point in time, but there was
<br />no need for letters and phone calls and demands to be made on behalf of the
<br />county.
<br />Poole: And - and all I would say is that we, as the elected body, would
<br />expect that if there was - I do not do the application - and so if there was
<br />an issue, I would expect the county manager to be the one that would
<br />communicate that with the commissioners and likewise would communicate, with
<br />in this case, you. If it were the sheriff, they would communicate with the
<br />commissioners and the chairman. That's just been - I'm not here every single
<br />day to be able to do that - so that's why I would have expected him to
<br />communicate with you and at the same time to communicate with me. But that's
<br />just because - you know, that's government - that's how we do things.
<br />Small: If - if you must communicate, yes, I agree with that statement.
<br />Poole: I mean I would expect that on a day -to -day basis, no matter what the
<br />issue is, I would expect the county manager to be the one to communicate with
<br />multiple parties. So, that's the reason why, he would have communicated to
<br />US. Anything else though? I just want to address a couple of these, when
<br />you say that I just want to make sure that and that's my opinion as far that
<br />
