December 17, 2012 (Regular Meeting) Page 1342 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 17, 2012, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Girl Scout Troop 2534 from New Life Baptist Church in Concord conducted <br />the Flag Ceremony. Scouts participating were: Madison Vandross, Cambria <br />Johnson, Alexis Flowers, Taylor David, Stephanie Hoch, Brandi Jones, Alyssa <br />Johnson, Kennedi St. John, Reagan Wilson and Mackenzie McIntyre. <br />Reverend Rodney Taylor from Odell Baptist Church in Concord delivered <br />the invocation. <br />Moment of Silence <br />A moment of silence was held for former Commissioner Kenneth Mills, Ida <br />Haynie, Cabarrus County employee and the families of victims of Newtown, <br />Connecticut. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the board approved the minutes of November 5, 2012 <br />(Work Session) and November 19, 2012 (Regular Meeting) as written. <br />) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Additions: <br />Moment of Silence <br />Kenneth Mills <br />Recognitions and Presentations <br />C -3 County Manager - Recognition of Dana Eure on Being Selected Library <br />Director of the Year by the North Carolina Public Library Directors <br />Association (NCPLDA) <br />Consent <br />F -3 BOC - Designation of Voting Delegate for NCACC Legislative Goals <br />Conference <br />Reports <br />I -1 County Manager - Monthly Reports on Building Activity <br />Moved: <br />From Consent to Recognitions and Presentations <br />C -1 BOC - Proclamation - Dr. Martin Luther King, Jr. Day <br />Supplemental Information: <br />Consent <br />F -6 ITS - Memorandum of Agreement to Provide Managed Network Services to <br />Kannapolis City Schools <br />0 Budget Amendment <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Proclamation - Dr. Martin Luther King, Jr. Day <br />Chairman Poole read aloud the proclamation proclaiming January 21, 2013 <br />as Dr. Martin Luther King, Jr. Day in Cabarrus County. <br />
