December 17, 2012 (Regular Meeting) <br />Page 1359 <br />The board received the following reports as part of the agenda: <br />• Cabarrus County Tourism Authority FY 2011/2012 Year End <br />Financials <br />• Cabarrus County Tourism Authority's 1 st Quarter FY 2012/2013 <br />Update <br />(I -3) Finance - Presentation of the Fiscal Year 2012 Comprehensive Annual <br />Financial Report <br />Susan Fearrington, Assistant Finance Director, announced the CAFR <br />(Fiscal Year 2012 Comprehensive Annual Financial Report) is included in the <br />Agenda and will be available to the public on the County website <br />( www.cabarruscounty.us ). She also reported the Government Finance Officers <br />Association (GFOA) of the United States and Canada awarded a Certificate of <br />Achievement for Excellence in Financial Reporting to Cabarrus County for its <br />Comprehensive Annual Financial Report for the fiscal year ended June 30, <br />2011. This was the twenty- seventh consecutive year that Cabarrus County has <br />received this prestigious award. She advised the department has also <br />submitted for the current year's award. She then reviewed the Comprehensive <br />Annual Financial Report (CAFR) for the year ended June 30, 2012, including <br />the general fund balance sheet which identified total assets of $88,371,985 <br />offset by $12,338,750 in liabilities for a total fund balance of $76,033,235, <br />with the amount available for appropriation being $15,660,473. The net <br />change in fund balance for the general fund totaled $2,019,824 as identified <br />on the Statement of Revenues, Expenditures and Changes in Fund Balance. <br />Erica Brown, Senior Audit Manager with Martin Starnes and Associates, <br />gave a brief summary of the auditing process. In summary, she stated an <br />unqualified audit opinion was issued - which is the best that can be <br />achieved. She expressed appreciation to county staff for their efforts <br />throughout the audit process. <br />Note: The board accepted the Fiscal Year 2012 Comprehensive Annual <br />Financial Report at its December 26, 2012 Recessed meeting. <br />(I -4) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />Commissioner Morris updated the board on upcoming projects discussed at <br />the Town of Midland Town Council meeting. These projects included the <br />construction of city hall with a library facility and enhanced law <br />enforcement services. <br />Commissioner Measmer reported the Department of Aging received a <br />presentation on the proposed senior center renovations and voted unanimously <br />for Phase 3; however concerns were raised regarding the kitchen area. There <br />was also a unanimous vote to invite the Active Living and Parks staff to join <br />with them at the Senior Center. <br />Chairman Poole reported on the WSACC Christmas Party. <br />(I -5) Request. for Applications for County Boards /Committees <br />Applications are being accepted for the following county <br />boards /committees: <br />• Adult Care Home Community Advisory Committee - 7 Vacancies <br />• Agricultural Advisory Board <br />• Animal Protection and Preservation Advisory Committee - 8 Positions <br />With Expired /Expiring Terms and 1 Vacant Position <br />• Concord Planning and Zoning Commission (ETJ) - 1 Vacant Position <br />• Council for a Sustainable Local Economy <br />• Food Policy Council <br />• Harrisburg Fire Advisory Board - 2 Positions With Expired Terms <br />• Industrial Facilities and Pollution Control Financing Authority - 2 <br />Vacant Positions <br />• Juvenile Crime Prevention Council - 1 Vacant Positions <br />• Nursing Home Community Advisory Committee - 5 Vacant Positions <br />• Parks Commission <br />• Region F Aging Advisory Board - 1 Position with Expired Term <br />• Transportation Advisory Board - 2 Vacant Positions <br />• Youth Council - 5 Vacant Positions with Expired /Expiring Terms <br />
