He reported FEMA (Federal Emergency Management Agency) and <br />the N.C. Emergency Management requires the Plan to be updated every five <br />years and adopted locally in order to maintain eligibility for post- disaster <br />funding as well as pre- disaster grants. <br />Chairman White opened the public hearing at 6:50 p.m. The Public <br />Hearing Notice was published on December 22, 2010 and January 2, 2011 in THE <br />INDEPENDENT TRIBUNE. The Public Hearing Notice was also posted on the <br />County's website ( www.cabarrus county. us ) on December 7, 2010 in accordance <br />with Article 2, Administration, Section 2.1 (Use of Electronic Means to <br />Provide Public Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />White closed the public hearing. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2011 -02 <br />A RESOLUTION ADOPTING THE 2010 UPDATE <br />OF THE <br />CABARRUS COUNTY MULTI - JURISDICTIONAL <br />HAZARD MITIGATION PLAN <br />WHEREAS, the President of the United States signed into law the Disaster <br />Mitigation Act of 2000 (PL 106 -390) in October 2000, amending the Robert T. <br />Stafford Disaster Relief and Emergency Act of 1988, which among other <br />provisions requires local governments to adopt a mitigation plan in order to <br />be eligible for hazard mitigation funding; and <br />WHEREAS, the North Carolina General Assembly passed Senate Bill 300 in June <br />of 2001 that among other provisions required local governments to approve a <br />hazard mitigation plan before August 1, 2002 in order to receive state public <br />assistance disaster funds; and <br />WHEREAS, Cabarrus County, with the Towns of Harrisburg, Midland and Mt. <br />Pleasant, developed and adopted the Cabarrus County Hazard Mitigation Plan in <br />2004; and <br />WHEREAS, Federal mitigation planning regulations require local mitigation <br />plans to be updated and resubmitted to FEMA every five years in order to <br />maintain eligibility for hazard mitigation assistance programs; and <br />
