January 18, 2011 (Regular Meeting) Page 289 <br />AN ORDINANCE AMENDING THE CABARRUS COUNTY ZONING <br />ORDINANCE <br />TEXT2010 -00005 <br />BE IT ORDAINED that the Cabarrus County Zoning Ordinance is hereby amended as <br />follows: <br />Amend Chapter 3 to ADD Tattoo Studio as a permitted use in the LC and GC <br />zoning districts. <br />Amend Table 3 -8 to ADD Tattoo Studio as line item #59, permitted (P) use in <br />LC and GC. <br />RENUMBER Table 3 -8. <br />Adopted this 18 day of January, 2011 by the Cabarrus County Board of <br />Commissioners. <br />/s/ H. Kay Honeycutt, Clerk to the Board <br />(G -3) Fair - 2010 Cabarrus County Fair Recap <br />Kate Parker, Fair Manager, presented a recap of the 2010 Cabarrus <br />County Fair key points of interest as follows: Total Overall Attendance - <br />88,588 *; Average Daily Attendance - 9,843 *; Total Volunteer Hours - 1,515; <br />Total Exhibitors - 569; Total Fair Entries - 3,542 *; Revenue - $140,000 over <br />budget *; and Carnival Revenue Exceeded Budget by $62,335.10 (* = record <br />breaking). She addressed the successfulness of the new layout of as well as <br />improvements and additions to consider for next year's Fair. She commended <br />the volunteers and Arena and County staff for making the Fair such a success. <br />She also responded to questions from the Board and recognized Angela Blatt, <br />the new Fair and Events Coordinator. <br />No action was required from the Board. <br />(G -4) Communications and Outreach - Presentation of Results of the Fall 2010 <br />Citizen Survey <br />Aimee Hawkins, Communications and Outreach Manager, introduced Karen <br />Falk, ETC Institute, who reviewed the results of the "Fall 2010 Citizen <br />Survey ". Highlights of the presentation are as follows: <br />Cabarrus County traditionally surveys residents every two years to <br />determine satisfaction with services and issues most important to residents. <br />ETC Institute designed and implemented the survey, providing the survey in <br />both English and Spanish via the telephone and mail. There were 482 <br />completed surveys taken from a random sample of the county population with <br />results that have a precision of at least +/- 5 percent at the 95 <br />percent level of confidence. <br />Major Findings: <br />1. Residents generally have a positive perception of the County. <br />2. Overall satisfaction with County services is generally the same <br />throughout the County. <br />3. Satisfaction with most County services has increased while the national <br />average has decreased. <br />4. Satisfaction levels in Cabarrus County are higher than the national <br />average. <br />5. Residents put the greatest importance and have the least satisfaction <br />with employment opportunities in the County. <br />6. Areas with the highest satisfaction and highest importance include <br />emergency preparedness efforts, library services, and parks. <br />7. Overall, Cabarrus County received high scores among residents as a <br />place to live, as a place to raise children, as a place to retire, and <br />as a place to work. <br />Following the presentation, Ms. Hawkins and Ms. Falk responded to <br />questions from the Board. During discussion, the Board suggested the survey <br />
