January 28, 2011 (Board Retreat) <br />Page 294 <br />• Business incubator - move away from incentives - Class A space <br />(identified as a potential legislative item) <br />• Consolidation of services cities /county <br />• Consolidated water plan <br />• Shorter races (NASCAR) <br />• APFO (Adequate Public Facilities Ordinance) replacement <br />• New citizen assimilation <br />• Faith -based initiatives <br />• Heritage tourism <br />• Integrated animal <br />Commissioner Measmer identified the following items as "specific <br />outcomes ": <br />• Better communication with Commission members <br />Chairman White identified the following items as "specific outcomes ": <br />• Kill floor - up and running this year <br />• Railroad corridors <br />• Veterans - transportation to the Rowan V.A. hospital <br />• Commuting to Charlotte via high speed rail or bussing <br />• Parks equipped for handicapped children <br />• Timeline for annual CIP (Capital Improvement Projects) <br />• Agencies that the county funds - put budgets on website <br />• Budget presenters (outside agencies) should have information to <br />the Commissioners at least seven (7) days before meetings - have <br />additional presenters, if needed <br />• APFO - get rid of it <br />• Public /private partnerships - is there a reality that can be <br />identified <br />• Open and run Rob Wallace Park - hold a county festival at park <br />• Strengthen small /local businesses <br />• Evaluation of departments via FTE's (Full Time Equivalent) <br />• Engage or foster entrepreneurial spirit <br />• Astroturf fields <br />• Live within our natural resource needs <br />• Nonprofits in prime locations - no benefit to county - payment in <br />lieu of taxes (legislative item) <br />Board members were asked again to group similar or related items <br />together. <br />Communication Issues <br />Commissioner Measmer identified the following items as "communication <br />issues ": <br />• Wants agenda distributed earlier for the work session <br />• Better communication between board members - wants communication <br />lines reopened <br />• Compliments county staff - very helpful and responsive <br />• County /city relations <br />• Constituent services - plans to hold monthly office hours <br />Commissioner Carruth identified the following items as "communication <br />issues ": <br />• Community meetings for specific purposes <br />• More board involvement for stakeholders <br />• Board expansion <br />• Succession plan <br />• Commissioners - (two) 2 person teams (committees) on specific <br />topics <br />• Cabarrus - 250,000 population - what does government need to look <br />like (i.e. animal shelter) <br />Vice Chairman Poole identified the following items as "communication <br />issues ": <br />• More transparencies from agencies funded by county but governed <br />by another agency (i.e., Health Alliance capital project) <br />• Executive directors should be at meetings when issues discussed <br />• Meet with city council and legislative delegation <br />
