(Unemployment rate targets.) <br />• Local job clearing house. (Web based.) <br />• New strategies: <br />■ Heritage tourism. (Central Park North Carolina; Great Wagon Road.) <br />■ Council for Sustainable Local Economy (CSLE) (Small business focus, <br />local first.) <br />■ Develop and encourage entrepreneurs. <br />■ Rural development strategies. (Midland and Mt. Pleasant.) <br />■ Identify regulatory obstacles to business development. (CSLE) <br />■ NCRC /farm /food collaborations. <br />■ Cross promotion of RCCC (Rowan - Cabarrus Community College) programs, <br />etc. <br />• Workforce development. (Philip Morris, others ?) <br />• Stalled subdivisions. <br />7. Environmental development issues: <br />■ Flooding. Staff review best practices, report to BOC. <br />■ Preserving significant natural /heritage resources. (Use of <br />development agreements.) Soil & Water Conservation District to <br />convene stakeholders /property owners to make recommendation. <br />Lunch was served from 12:15 p.m. until 1:00 p.m. <br />Specific Outcomes <br />The following "specific outcomes" were identified by the Board with <br />specific action(s) highlighted in bold italics: <br />1. Harvest and processing facility operating. Open this year. <br />2. Open Rob Wallace Park: Within two - five years from 2013; explore <br />partnership with Town of Midland. <br />3. Make parks ADA accessible. Share the plan with the Board when <br />complete. <br />4. Five -Year Financial Plan that indicates a predictable tax rate. Take <br />up with budget. <br />5. Complete joint land use plans with Kannapolis, Mt. Pleasant and <br />Midland. Review with budget. <br />6. Consolidated utility plan, especially water. Included in a prior <br />year's legislative goals. <br />7. Numbers 5 and 6 recognize constraints of available natural resources. <br />Communications /Expectations <br />The following "communication /expectations" were identified by the Board <br />with specific action(s) highlighted in bold italics: <br />1. Expectations of outside agencies seeking county funding: <br />■ Make budgets /spending levels available online. <br />■ Provide budget requests /presentations to the Board at least seven <br />(7) days in advance. <br />• Have appropriate agency representatives available at meetings for <br />questions. <br />• Maximize transparency from funded agencies. Staff will develop <br />framework. <br />• Develop appropriate funding structures. (School technology funding, <br />etc.) Staff will develop framework. <br />• Determine what information is needed from requesting agencies to <br />make informed decisions. Staff will develop framework. <br />• Identify which agencies need to present to the Board. <br />
