February 7, 2011 (Work Session) <br />Page 301 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 7, 2011 at 3:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were John D. Day, County Manager; Richard Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:30 p.m. <br />Approval of Agenda <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agenda as presented. A short <br />discussion ensued concerning the placement of the APPAC (Animal Protection & <br />Preservation Advisory Committee) agenda item on the Consent Agenda. It was <br />determined that the issue would be discussed later in the meeting. <br />John Day, County Manager, recognized Lundee Covington, the new Human <br />Resources Director in attendance. <br />NCDOT - Presentation of 2010 -2011 Secondary Road Construction Program <br />Marc Morgan, PE, NCDOT District Engineer - 10 Highway Division, <br />reviewed the following information relating to the 2010 -2011 Secondary Road <br />Construction Program: <br />North Carolina Department of Transportation <br />Secondary Roads Construction Program <br />Cabarrus Count <br />FY 2010 -2011 Projected Allocation <br />Highway Fund $ 660,000 <br />Trust Fund $ 926,355 <br />Total $ 1,586,355 <br />I.
