February 21, 2011 (Regular Meeting) Page 333 <br />position and appointed Shannon Johnson to complete an unexpired term ending <br />May 31, 2011; and appointed Jessica Castrcdale to fill the <br />"marketing /nutrition" seat to complete an unexpired term ending May 31, 2011, <br />including an exception to the "multiple service" provision of the Appointment <br />Policy. <br />(H -7) Removal - Adult Care Home Community Advisory Com mittee <br />Don and Marsha Lowry resigned from the Adult Care Home Community <br />Advisory Committee. Therefore, the Regional Ombudsman requests their removal <br />from the roster. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board removed Don and Marsha Lowry from the <br />Adult Care Home Community Advisory Committee roster. <br />(H -8) Removal - Industrial Facilities and Pollution Control Financing <br />Authority <br />The removal of Carl Donahue from the Industrial Facilities and <br />Pollution Control Financing Authority roster is requested for failure to meet <br />attendance requirements as set forth in the Appointment Policy. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board removed Carl Donahue from the Industrial <br />Facilities and Pollution Control Financing Authority roster. <br />(I) REPORTS <br />(I -1) IFPCFA - Annual Report for 2010 <br />The Board received the Industrial Facilities and Pollution Control <br />Financing Authority's Annual Report for 2010 as part of the Agenda. <br />(I -2) Tourism - Cabarrus County Tourism Authority 2 nd Quarter 2010/2011 <br />Update <br />The Board received the Cabarrus County Tourism Authority 2 nd Quarter <br />2010/2011 report as part of the Agenda. <br />(I -3) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Boards /Committees <br />Commissioner Carruth advised the PBH (Piedmont Behavioral Healthcare) <br />Board unanimously voted to seek legislative approval of a merger with <br />Alamance- Caswell LME (Local Management Entity). <br />Vice Chairman Poole advised the preliminary WSACC (Water and Sewer <br />Authority of Cabarrus County) statement has been emailed to the Board. She <br />stated any questions from the Board regarding the WSACC budget should be sent <br />to her or Commissioner Carruth prior to the next WSACC meeting. <br />Chairman White advised the Health Alliance is working in conjunction <br />with the North Carolina Division of Public Health and Division of Medical <br />Assistance Community Care Network of North Carolina to help reduce infant <br />mortality rates and to assist children with special health care needs. There <br />was a coordination of efforts to provide dental care to uninsured and under <br />insured children through volunteer dentist and hygienists. There are also <br />dealing with MRSA (Methicillin- Resistant Staphylococcus Aureus) and the flu. <br />He advised the Department of Social Services will be directly impacted by the <br />Governor's budget. He also reported hotel /motel occupancy rates are <br />increasing. <br />(I -4) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee <br />• Animal Protection and Preservation Advisory Committee <br />• Concord Planning and Zoning Commission (ETJ) <br />• Council for a Sustainable Local Economy <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Nursing Home Community Advisory Committee <br />• Cabarrus County Youth Council <br />
