March 7, 2011 (Work Session) Page 336 <br />approximately 62,816 hours of volunteer service were completed by members, <br />valued at $1.27 million; and the Family & Consumer Science Agents (FCS) will <br />celebrate 100 Years of Service to the people of North Carolina on May 25, <br />2011 at the McKimmon Center, in Raleigh where a 300 page book entitled, <br />"Ordinary Women, Extraordinary Service" highlighting the past of Home <br />Demonstration and the impact of Family & Consumer Sciences and its ECA <br />volunteers, will be unveiled. Ms. Kluttz also recognized the following ECA <br />members in attendance: Barbara Looney, President Cabarrus County Council <br />ECA, Bobbi Sheperis, 1" Vice President CC ECA, Joan Martinkovic, Secretary CC <br />ECA, Pat Wickliff, Past President CC ECA, and Debbie Bost, Cooperative <br />Extension Director. <br />Chairman White thanked Ms. Kluttz and ECA members for the presentation, <br />their community service and for providing refreshments for the meeting. <br />Board of Elections - Presentation of Board of Elections Construction Cost Bid <br />Summary and Updated Project Ordinance <br />Mike Downs, Deputy County Manager, reviewed the events leading up to <br />the selection of the old Creamery building on Church Street as the new <br />location for the Board of Elections and the selection of C. M. Black <br />Construction Company and YCH Architects as the Construction Manager at Risk <br />and architect for the project, respectively. He also reported the building <br />plans were valued engineered and at least three (3) bids for each trade were <br />received and evaluated. <br />Emmitt Black, C. M. Black Construction Company, presented GMP <br />(Guaranteed Maximum Price Executive Summary as follows: <br />Trade Package Cost <br />$959,734.00 <br />Contractor's Insurance Program <br />$22,975.00 <br />Payment / Performance Bonds <br />$10,590.00 <br />Builder's Risk Insurance <br />$2,800.00 <br />CM Black General Conditions* <br />$70,904.00 <br />CM Black Fees <br />$79,318.00 <br />Subtotal <br />$1,146,321.00 <br />Contingency - 4 Percent <br />$43,017.00 <br />Total <br />$1,189,338.00 <br />Deduct Alternate No. 8 (FM 200 Fire Suppression System) <br />$11,304.00 <br />Grand Total GMP <br />$1,178,304.00 <br />*General Conditions and Fee equals 15.08 percent of the cost of the work. <br />Mr. Black reported approximately 116 companies requested <br />prequalification materials with 75 companies actually submitting bids, which <br />resulted in a 30.55 percent WMBE (Women and minority Business Enterprise) <br />rate and 30 percent for local subcontractors, well above the County's goal of <br />10 percent. Further, he advised the general conditions fee is 15.08 percent, <br />which is below the maximum of 15.25 percent. <br />Mr. Downs pointed out that the fee is governed by Statue and cannot <br />exceed 15.25 percent, any unused contingency funds will be returned to the <br />County and the fire suppression system that was deducted was only for one <br />small room that is intended for ballot storage which will be protected by the <br />main sprinkler system. <br />Michael Chreitzberg, with YCH, Architects reviewed the building layout <br />and responded to questions from the Board related to improvements (basic <br />improvements) made to the two (2) areas on either side of the main entrance <br />that are owned by the County but leased to the Morrisions. Mr. Downs pointed <br />out that the Morrisions will reimburse the County for these expenses. <br />In response to questions from the Board, Richard M. Koch, County <br />Attorney, advised that the (2) two areas were purchased from the Morrisons at <br />no additional cost, subject to a 99 year lease -back at no rent, to address <br />issues raised by the State Fire Marshal/ Department of Insurance related to <br />the distance of a fire wall in proximity to the property line. A general <br />discussion ensued. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board voted to place Presentation of Board of <br />Elections Construction Cost Bid Summary and Updated Project Ordinance on the <br />March 21, 2011 Agenda as a New Business item. <br />
