Next, Mr. McDaniels reviewed <br />the following grant analysis and stated his availability to respond to <br />questions: <br />Cabarrus County Economic Development Grant Analysis - 4541 Enterprise <br />Chairman White opened the public hearing at 7:21 p.m. The Public <br />Hearing Notice was posted on the County's website ( www.cabarrus county. us ) on <br />March 8, 2011 in accordance with Article 2, Administration, Section 2.1 (Use <br />of Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />White closed the public hearing. <br />After Mr. McDaniels responded to questions from the Board, a general <br />discussion on incentives ensued. <br />Commissioner Carruth MOVED to approve the Economic Development Grant <br />Agreement (3 years, 85 percent) between Cabarrus County and 390 Business <br />Boulevard, LLC; and to authorize the County Manager to execute the Agreement <br />on behalf of the Board. Vice Chairman Poole seconded the motion. <br />Following discussion, the MOTION carried, with Chairman White, Vice <br />Chairman Poole and Commissioner Carruth voting for and Commissioners Burrage <br />and Measmer voting against. <br />Mr. McDaniels announced Celgard has employment opportunities listed on <br />their website, www.celgard.com <br />(G -2) Transportation - North Carolina Department of Transportation - Public <br />Transportation Division (NCDOT) Section 5311 Grant for Fiscal Year 2011 -2012 <br />- Public Hearing - 6:30 P.M. <br />Randy Bass, Transportation Director, advised a public hearing is <br />required in order to request approximately $344,692.54 in State grant <br />assistance for operation of the Cabarrus County Transportation Services. He <br />also responded to questions from the Board. <br />Chairman White opened the public hearing at 7:43 p.m. The Public <br />Hearing Notice was published in English and Spanish on March 11, 2011 in THE <br />INDEPENDENT TRIBUNE.
