March 21, 2011 (Regular Meeting) Page 343 <br />Vice Chairman Poole expressed concern with the Center's fundraising <br />abilities and noted that the documents provided by Mr. Wright are not actual <br />funding commitments. She also expressed dissatisfaction with the lengthy <br />timeline for the renovations and the amount of the bid. She further noted <br />that the Town of Midland does not have any money to put towards the project. <br />The MOTION failed with Commissioners Burrage and Carruth voting for and <br />Chairman White, Vice Chairman Poole and Commissioner Measmer voting against. <br />Commissioner Burrage then MOVED to reject the $10.00 bid from Steven <br />Wright, A New Beginning Outreach Center. Vice Chairman Poole seconded the <br />motion. <br />Chairman White stated Mr. Wright has a good plan, but no committed <br />funding. He stated his intent to reject the bid and advised Mr. Wright that <br />he may want to resubmit another bid in the future. <br />The MOTION carried, with Chairman White, Vice Chairman Poole and <br />Commissioners Burrage and Measmer voting for and Commissioner Carruth voting <br />against. <br />(F) CONSENT AGENDA <br />(F -1) Commerce - Adequate Public Facilities Mitigation Agreement for Forest <br />Park Crossing Apartment Project <br />The applicant is Forest Park Crossing, LLC, 709 North Main Street, <br />Aynor, SC 29511. The project consists of 56 multi - family residential <br />apartment units on +/- 11.16 acres located off Little Texas Road in the City <br />of Kannapolis, North Carolina. The Cabarrus County Board of Commissioners <br />approved a Reservation of Capacity for the Forest Park Crossing Apartment <br />project on June 21, 2010. The project received a Development Order and site <br />plan approval from the City of Kannapolis Technical Review Committee on <br />February 4, 2011. An Adequate Public Facilities Mitigation Agreement is <br />required for the project to proceed. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Adequate Public Facilities <br />Mitigation Agreement for Forest Park Crossing Apartment Project and <br />authorized the County Manager to execute the agreement on behalf of Cabarrus <br />County. <br />(F -2) Commerce - HOME Consortium Participation Resolution <br />The Cabarrus County Board of Commissioners agreed to continue <br />participation for the next three years in the HOME Investments Partnership <br />Program at last month's regular meeting. After that decision, Concord <br />forwarded a resolution to adopt to provide to the North Carolina Housing <br />Finance Agency. That agency monitors the consortiums and has requested the <br />resolution as evidence of our continuing support. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2011 -05 <br />RESOLUTION AUTHORIZING THE CHAIRMAN OF THE CABARRUS COUNTY. <br />BOARD OF COMMISSIONERS <br />TO ENTER INTO A JOINT COOPERATION AGREEMENT EXTENDING THE <br />CABARRUS /IREDELL /ROWAN HOUSING CONSORTIUM <br />WHEREAS, the County of Cabarrus, North Carolina has determined that the <br />health and welfare of its jurisdiction may benefit from increasing the <br />availability of safe, affordable and standard housing; and <br />WHEREAS, the County of Cabarrus has determined that providing safe, <br />affordable, and standard housing will benefit work force productivity and <br />area economic development; and <br />WHEREAS, a cooperative approach to providing housing in Cabarrus, Iredell, <br />and Rowan counties will avoid duplication of effort and promote more <br />effective delivery of housing services; and <br />WHEREAS, a consortium of local governments may be entitled to receive funds <br />from the United States Department of Housing and Urban Development, that they <br />would otherwise not be qualified to receive individually, and <br />
