March 21, 2011 (Regular Meeting) <br />Page 344 <br />WHEREAS, Title II of the Cranston - Gonzalez National Affordable Housing Act <br />contains provisions whereby units of general local governments may enter into <br />cooperation agreements and form consortia to undertake and assist in <br />undertaking of affordable housing pursuant to the HOME Investment Partnership <br />Program; and <br />WHEREAS, the County of Cabarrus, North Carolina, along with other units of <br />local government, with the City of Concord as the lead entity, desire to form <br />the Cabarrus /Iredell /Rowan Housing Consortium to undertake and assist in the <br />undertaking of affordable housing under Title II of the Cranston - Gonzalez <br />National Affordable Housing Act; and <br />WHEREAS, Article 20 of Chapter 160A of the North Carolina General Statues <br />authorize units of local government to enter into contracts or agreements <br />with each other in order to execute any undertaking; and <br />NOW, THEREFORE, be it resolved by Cabarrus County that: <br />1. Cabarrus County hereby supports and approves the continuation of the <br />Cabarrus /Iredell /Rowan Housing Consortium. The Chairman of the <br />Cabarrus County Board of Commissioners is authorized to execute an <br />agreement with the other participating units of general purpose local <br />government in Cabarrus /Iredell /Rowan counties to sustain this <br />Consortium; and <br />2. The County Manager is further authorized to sign all contracts, grant <br />agreements, including certifications, approved by the County Attorney, <br />with the Department of Housing and Urban Development, the State of <br />North Carolina and other agencies as may be required to carry out the <br />activities of the Consortium. <br />Adopted this 21S day of March 2011 in a regular meeting of the Cabarrus <br />County Board of Commissioners of Cabarrus County, North Carolina. <br />/s/ H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />Attest: <br />/s/ Kay Honeycutt <br />Kay Honeycutt <br />Clerk to the Board <br />(F -3) EMS - Approval of Ambulance Piggyback Purchase - $250,000.00 and <br />Related Budget Amendment <br />The purchase of two (2) new Type III ambulances by piggybacking a bid <br />awarded to Southeastern Specialty Vehicles, Inc. by Wake County, N.C., using <br />contingency funds is requested. The purchase price per unit is $125,000.00, <br />which is a savings of $2,527.00 per unit below Wake County's awarded cost. <br />The total purchase cost is $250,000.00. Buying these units now instead of <br />next fiscal year, will save the County a minimum of $5,000.00. The new <br />ambulances will replace ones that have outlived their usefulness and complies <br />with the County's vehicle replacement policy. The following budget amendment <br />utilizes contingency funds to make this purchase. <br />The notice "Awarding a Contract to Southeastern Specialty Vehicles for <br />Ambulances by Piggybacking a Bid Awarded Previously by Wake County, N.C. ", <br />dated February 24, 2011, was posted to the County website <br />(www.cabarruscounty.us) on February 25, 2011. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the piggyback of Wake County's <br />bid to purchase two (2) new Type III ambulances at a cost of $125,000.00 each <br />and adopted the following related budget amendment: <br />Date:3 /21/2011 Amount:$250,000 <br />Dept. Head:David Hampton Department:EMS <br />❑ Internal Transfer Within Department ❑ Transfer Between Departments /Funds Q Supplemental Request <br />Purpose: To request the use of Commissioner's Contingency for the purchase of two ambulances <br />through a piggy back with Wake County, NC.
