March 21, 2011 (Regular Meeting) Page 344 WHEREAS, Title II of the Cranston - Gonzalez National Affordable Housing Act contains provisions whereby units of general local governments may enter into cooperation agreements and form consortia to undertake and assist in undertaking of affordable housing pursuant to the HOME Investment Partnership Program; and WHEREAS, the County of Cabarrus, North Carolina, along with other units of local government, with the City of Concord as the lead entity, desire to form the Cabarrus /Iredell /Rowan Housing Consortium to undertake and assist in the undertaking of affordable housing under Title II of the Cranston - Gonzalez National Affordable Housing Act; and WHEREAS, Article 20 of Chapter 160A of the North Carolina General Statues authorize units of local government to enter into contracts or agreements with each other in order to execute any undertaking; and NOW, THEREFORE, be it resolved by Cabarrus County that: 1. Cabarrus County hereby supports and approves the continuation of the Cabarrus /Iredell /Rowan Housing Consortium. The Chairman of the Cabarrus County Board of Commissioners is authorized to execute an agreement with the other participating units of general purpose local government in Cabarrus /Iredell /Rowan counties to sustain this Consortium; and 2. The County Manager is further authorized to sign all contracts, grant agreements, including certifications, approved by the County Attorney, with the Department of Housing and Urban Development, the State of North Carolina and other agencies as may be required to carry out the activities of the Consortium. Jay White, Sr., Chairman Cabarrus County Board of Commissioners Attest: /s/ Kay Honeycutt Kay Honeycutt Clerk to the Board (F -3) EMS - Approval of Ambulance Piggyback Purchase - $250,000.00 and Related Budget Amendment The purchase of two (2) new Type III ambulances by piggybacking a bid awarded to Southeastern Specialty Vehicles, Inc. by Wake County, N.C., using contingency funds is requested. The purchase price per unit is $125,000.00, which is a savings of $2,527.00 per unit below Wake County's awarded cost. The total purchase cost is $250,000.00. Buying these units now instead of next fiscal year, will save the County a minimum of $5,000.00. The new ambulances will replace ones that have outlived their usefulness and complies with the County's vehicle replacement policy. The following budget amendment utilizes contingency funds to make this purchase. The notice "Awarding a Contract to Southeastern Specialty Vehicles for Ambulances by Piggybacking a Bid Awarded Previously by Wake County, N.C. ", dated February 24, 2011, was posted to the County website (www.cabarruscounty.us) on February 25, 2011. UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage and unanimously carried, the Board approved the piggyback of Wake County's bid to purchase two (2) new Type III ambulances at a cost of $125,000.00 each and adopted the following related budget amendment: Date:3 /21/2011 Amount:$250,000 Dept. EMS would have been requesting two ambulances next fiscal year at an minimum increased cost of $5,000 for the two units if this purchase was not approved.
