March 21, 2011 (Regular Meeting) Page 345 <br />00192730 -9863 IMotor vehicles 1 $0 $250,0001 $250,000 <br />(F -4) Finance - Approval of Access / Utility Easement Agreement with the <br />City of Concord for H.E. Winkler Middle School <br />The City of Concord is providing electric, water, storm water and sewer <br />services to the H.E. Winkler Middle School. In order to do this effectively <br />and not to incur any undo liabilities, the City has requested a permanent <br />access and utility easement agreement. This agreement will grant the City <br />the right to gain access to areas on the school site that contain utility <br />lines and ponds for the purposes of routine inspection and any required <br />maintenance deemed necessary by the City to ensure continuous service to the <br />school. <br />The County currently holds title to the H.E. Winkler Middle School <br />property for financing purposes. The City and County Attorneys are in the <br />process of reviewing the agreement in its current form. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Access /Utility Easement <br />Agreement between Cabarrus County and the City of Concord for the H.E. <br />Winkler Middle School site and authorized the Chairman to execute the <br />Agreement on behalf of the Board, subject to attorney approval. <br />(F -5) IT / Jail - Approval of Video Visitation System Expansion Piggyback <br />Purchase - $436,855.00 <br />Request awarding the purchase of Video Visitation System Expansion to <br />Stanley Convergent Security Solutions, Inc. by piggybacking a bid awarded <br />previously by Kent County, Grand Rapids, Michigan. The purchase price is <br />$436,855.00. The system expansion is needed for the new Jail and funds are <br />available in the current budget for this expenditure. <br />The notice "Awarding a Contract to Stanley Convergent for Video <br />Visitation System Expansion by Piggybacking a Bid Awarded Previously by Kent <br />County, Grand Rapids, M.I. ", dated February 24, 2011, was posted to the <br />County website ( www.cabarruscounty.us ) on February 25, 2011. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the piggyback of the Kent County, <br />MI bid to purchase the Video Visitation System Expansion from Stanley <br />Convergent Security Solutions, Inc. at a cost of $436,855.00. <br />(F -6) ROD - Approval of Imaged Books of the 1967 -1982 Grantor and Grantee <br />Land Record Indexes be Considered as Public Record and be Used as the <br />Original Books for Certification Purposes <br />Due to wear and tear, the grantor and grantee land record indexes from <br />1967 - 1982 have been imaged and then compared for accuracy and completeness <br />of reproduction. The Register of Deeds has certified them to be true and <br />exact copies. (G.S. 132 -7 and G.S. 161 -18) <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the imaged books of the 1967 -1982 <br />grantor and grantee land record indexes be considered as public record and be <br />used as the original books for certification purposes, pursuant to NCGS 161- <br />18. <br />(F -7) Sheriff's Office - Award Service Weapon to Lieutenant Tommy James Upon <br />His Retirement <br />Lieutenant Tommy James will retire from the Cabarrus County Sheriff's <br />Office on February 28, 2011. It is requested that Lieutenant James' service <br />weapon, a Sig Sauer, 40 caliber, Model P226, serial number U684292 be <br />declared surplus and awarded to him for the price of $1.00 upon his <br />retirement from the Sheriff's Office, pursuant to N.C.G.S. 20- 187.2. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board declared surplus property a Sig Sauer, 40 <br />Caliber, Model 2226, Serial Number U684292 and awarded to Lieutenant James <br />for the price of $1.00 upon his retirement. <br />(F -8) Tax Administration - Refund and Release Report - February 2011 <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the February 2011 Release - Refund <br />
