Winkler Middle School The City of Concord is providing electric, water, storm water and sewer services to the H.E. Winkler Middle School. In order to do this effectively and not to incur any undo liabilities, the City has requested a permanent access and utility easement agreement. This agreement will grant the City the right to gain access to areas on the school site that contain utility lines and ponds for the purposes of routine inspection and any required maintenance deemed necessary by the City to ensure continuous service to the school. The County currently holds title to the H.E. Winkler Middle School property for financing purposes. The City and County Attorneys are in the process of reviewing the agreement in its current form. UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage and unanimously carried, the Board approved the Access /Utility Easement Agreement between Cabarrus County and the City of Concord for the H.E. Winkler Middle School site and authorized the Chairman to execute the Agreement on behalf of the Board, subject to attorney approval. (F -5) IT / Jail - Approval of Video Visitation System Expansion Piggyback Purchase - $436,855.00 Request awarding the purchase of Video Visitation System Expansion to Stanley Convergent Security Solutions, Inc. by piggybacking a bid awarded previously by Kent County, Grand Rapids, Michigan. The purchase price is $436,855.00. The system expansion is needed for the new Jail and funds are available in the current budget for this expenditure. The notice "Awarding a Contract to Stanley Convergent for Video Visitation System Expansion by Piggybacking a Bid Awarded Previously by Kent County, Grand Rapids, M.I. ", dated February 24, 2011, was posted to the County website ( www.cabarruscounty.us ) on February 25, 2011. UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage and unanimously carried, the Board approved the piggyback of the Kent County, MI bid to purchase the Video Visitation System Expansion from Stanley Convergent Security Solutions, Inc. at a cost of $436,855.00. (F -6) ROD - Approval of Imaged Books of the 1967 -1982 Grantor and Grantee Land Record Indexes be Considered as Public Record and be Used as the Original Books for Certification Purposes Due to wear and tear, the grantor and grantee land record indexes from 1967 - 1982 have been imaged and then compared for accuracy and completeness of reproduction. The Register of Deeds has certified them to be true and exact copies. (G.S. 132 -7 and G.S. 161 -18) UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage and unanimously carried, the Board approved the imaged books of the 1967 -1982 grantor and grantee land record indexes be considered as public record and be used as the original books for certification purposes, pursuant to NCGS 161- 18. (F -7) Sheriff's Office - Award Service Weapon to Lieutenant Tommy James Upon His Retirement Lieutenant Tommy James will retire from the Cabarrus County Sheriff's Office on February 28, 2011. It is requested that Lieutenant James' service weapon, a Sig Sauer, 40 caliber, Model P226, serial number U684292 be declared surplus and awarded to him for the price of $1.00 upon his retirement from the Sheriff's Office, pursuant to N.C.G.S. 20- 187.2. UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage and unanimously carried, the Board declared surplus property a Sig Sauer, 40 Caliber, Model 2226, Serial Number U684292 and awarded to Lieutenant James for the price of $1.00 upon his retirement.
