The Board of Commissioners will determine the highest responsible <br />bidder for the Property and will award the bid at its regular meeting on May <br />16, 2011. Bids will remain open and subject to acceptance until the Board of <br />Commissioners awards the bid. <br />5. To be responsible a bid must be accompanied by a bid deposit of <br />five percent (5 %) of the amount of the bid. A bid deposit may take the form of <br />cash, a cashier's check, a certified check, or a surety bond. The deposit of <br />the bidder to whom the award is made will be held until sale of the Property is <br />closed; if that bidder refuses at any time to close the sale, the deposit will <br />be forfeited to the County. The deposits of other bidders will be returned at <br />the time the Board of Commissioners awards the Property to the highest <br />responsible bidder. <br />6. In addition, to be responsible, a bidder must be current on payment <br />of all property taxes owed to the County. <br />7. The County reserves the right to withdraw the Property from sale at <br />any time and the right to reject all bids. <br />8. The report included the following information: homes served by the <br />committees; educational efforts by the committees; community involvement by <br />the committees; problems encountered by the committees; committee involvement <br />in grievance resolutions during 2010; and, strengths and weaknesses of the <br />facilities in Cabarrus County. She also recognized Laurie Abounader, <br />Regional Ombudsman, in attendance and responded to questions from the Board. <br />Chairman White suggested area nursing programs may be able to do their <br />required community service at nursing homes. He also suggested she give a <br />presentation at different service clubs about the important aspects of the <br />committees. No action was required from the Board. <br />CHA — Proclamation Proclaiming April 2011 as Public Health Month in Cabarrus <br />County and Commemorating 100 Years of Service <br />Chairman White requested the Board suspend its rules of procedure and <br />to adopt a proclamation proclaiming April 2011 as Public Health Month in <br />Cabarrus County and commemorating the Health Alliance's 100 years of service. <br />He also noted there was an article in yesterday's newspaper that stated <br />Cabarrus County is the 7 th healthiest county in North Carolina. <br />Phred Pilkington, Cabarrus Health Alliance, announced the actual <br />meeting minutes of April 3, 1911 will be placed on the history wall in the <br />new building to commemorate the 100 year anniversary. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board suspended its rules of procedure in order <br />to take action on this item. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the proclamation and voted to <br />place Proclamation Proclaiming April 2011 as Public Health Month in Cabarrus <br />County and Commemorating 100 Years of Service on the April 18, 2011 Agenda as <br />a "Recognitions and Presentations" item. <br />Proclamation No. 2011 -02 <br />
