April 4, 2011 (Work Session) Page 367 <br />PROCLAMATION <br />Cabarrus County Board of Commissioners <br />We hereby recognize and acknowledge 100 years of public health service to the <br />residents of Cabarrus County and the immeasurable contribution of these <br />services to the safety and quality of life in Cabarrus County. <br />WHEREAS, Cabarrus County Public Health is known as a national health pioneer <br />and one of the first comprehensive rural - urban public health programs in <br />the United States organized on April 3, 1911. <br />WHEREAS, public health measures to control and eliminate infectious diseases, <br />improve environmental sanitation and promote healthy lifestyle practices have <br />been the greatest cause of improved health status and increased life <br />expectancy for Cabarrus County residents. <br />WHEREAS, Cabarrus County Public Health was the first to administer the SALK <br />vaccine county -wide - 1955. <br />WHEREAS, Cabarrus County Public Health was the first in the state to have a <br />non - medical Public Health Director. <br />WHEREAS, Cabarrus County Public Health was the first accredited public health <br />department in North Carolina <br />WHEREAS, Cabarrus County Public Health was the first to have a locally funded <br />full -time HIV /AIDS counselor on staff. <br />WHEREAS, Cabarrus County Public Health was the first and only North Carolina <br />Public Health Department to go through the Public Health Accreditation Board <br />(PHAB) Beta Best <br />WHEREAS, Cabarrus County Public Health was the first to be a `public health <br />authority,' for which we were awarded the NACCHO Model Practice Award in <br />2006. <br />WHEREAS, Cabarrus County Public Health was the first NC Local Health Dept to <br />adopt Model for Improvement Quality Improvement Program <br />WHEREAS, Cabarrus County Public Health was the one of the first counties of <br />comparable size to place a Public Health Nurse /School Nurse in each public <br />school in the county - established August 1999. <br />WE THEREFORE proclaim April, 2011 Public Health Month in Cabarrus County and <br />we recognize and celebrate with Cabarrus Health Alliance in commemorating 100 <br />years of public health service in Cabarrus County. <br />Adopted this 4 t day of April, 2011. <br />/s/ H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />Finance - Approval of Contract and Amendment Between Cabarrus County and <br />Genesis ...A New Beginning, Inc., DBA as Genesis ...A New Beginning Counseling <br />Services and CJPP Application for Continuation of Implementation Funding - <br />$131,347.00 <br />Charles Daniels, Genesis Program Director, advised that Genesis <br />provides long- term /short -term substance abuse treatment for CJPP (Criminal <br />Justice Partnership Program) probationers. The County receives annual grant <br />funding from the State to cover the cost associated with the program. The FY <br />11 -12 application is for $131,347.00 and the term of the contract is July 1 <br />through June 30, 2012. Mr. Daniels also responded to questions from the <br />Board. <br />Vice Chairman Poole MOVED to place Approval of Contract and Amendment <br />Between Cabarrus County and Genesis ... A <br />New Beginning Counseling Services and CJPP Application for Continuation of <br />Implementation Funding - $131,347.00 on the April 18, 2011 Agenda as a <br />Consent item. pending verification from the State budget. <br />A short discussion ensued and it was confirmed no funding for this <br />Program will be provided by the County. <br />
