April 4, 2011 (Work Session) Page 368 <br />Commissioner Carruth seconded the motion and the MOTION unanimously <br />carried. <br />A short discussion ensued regarding the possibility of the State <br />requiring counties to provide jail housing for State inmates and local <br />misdemeanants. <br />FPC - Food Policy Council: 2011 Retreat Report, Mission Statement, Goals and <br />Logo <br />Aaron Newton, Local Food System Program Coordinator, advised David <br />Kataja and Chris Jones, Food Policy Council members, will present a report on <br />the Council's recent retreat, mission statement, goals, etc., at the regular <br />meeting. In addition, Mr. Newton displayed an image of the Council's new <br />logo. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board voted to place Food Policy Council: 2011 <br />Retreat Report, Mission statement, Goals and Logo on the April 18, 2011 <br />Agenda as a New Business item. <br />Cabarrus Arena and Events Center - Storage Building /Fair Office - Request to <br />Award Contract to Low Bidder - CM Black Construction <br />Mike Downs, Deputy County Manager, presented a request to award a <br />contract for construction of a storage building /fair office at the Cabarrus <br />Arena and Events Center to CM Black Construction. He advised the current <br />fair office is a double -wide trailer that will be moved out to the Incubator <br />Farm and a new metal building will be constructed on the same location. <br />Further, he advised seven (7) bids were received with CM Black Construction <br />Company, Inc., being the low bidder at $664,160.00; and, due to the remote <br />location of the building, Concord waived the requirement to match the brick <br />facade on the main building. She advised the proposed text <br />amendment would add Ethanol Fuel Production (Residential, Personal Use Only) <br />to all residential districts except for the High Density Residential District <br />as a Permitted Based on Standards (PBS) use. It would also add "Ethanol Fuel <br />Production Small and Medium Plants" as defined in the Code of Federal <br />Regulations, to the General Industrial District as a Permitted Based on <br />Standards (PBS) use. She further reported the proposed use is not currently <br />addressed in the Zoning Ordinance and the text amendment was approved by the <br />Cabarrus County Planning and Zoning Commission on March 17, 2011.
