April 4, 2011 (Work Session) <br />WHEREAS, Data collected by <br />Commissioners indicates this actin <br />$30 million statewide; and <br />Page 370 <br />the North Carolina Association of County <br />n would deflate county budgets by at least <br />WHEREAS, Cabarrus County would be required to spend approximately $3 <br />million annually to house these misdemeanants and felons, of which there is <br />no current funding source; and <br />WHEREAS, Housing misdemeanants and felons at the county jail would <br />immediately cause overcrowding at the newly constructed Cabarrus County Jail, <br />which was designed to sustain the inmate population for the next 20 years, <br />thereby creating an urgent need to construct another jail; and <br />WHEREAS, This imminent overpopulation at the county jail would <br />jeopardize the safety of jail staff and inmates by causing cramped living <br />conditions, which is known to perpetuate conflicts among inmates. <br />NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby strongly oppose any plan to pass down to counties <br />the cost and liability of housing misdemeanants and felons by moving these <br />inmates out of state prisons and into county jails, and calls for the Joint <br />Appropriations Committee on Justice and Public Safety to reject such plans in <br />the interest of public safety. <br />Adopted this the 4th day of April, 2011. <br />/s/ H. He <br />advised the Association is requesting feedback on the top state budget <br />concerns and the top non - budget related legislative issue. Following a <br />lengthy discussion, the following items were identified: <br />No. 1 State budget concern(s) : The effort to help balance the state <br />budget by requiring the counties to shoulder state responsibilities (housing <br />state prisoners, which could cost up to $3.6 million per year and overcrowd <br />the jail), reducing funding for county administration of state programs (DSS) <br />and reducing shared revenues (lottery funds -$2.1 million). <br />No. 1 non - budget legislative issue: Annexation /ETJ reform. <br />BOC - Proclamation Declaring April 2011 as National Donate Life Month <br />Vice Chairman Poole requested a proclamation declaring April 2011 as <br />National Donate Life Month be adopted and for the County to fly the Donate <br />Life America flag at the Governmental Center during the month of April. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Poole <br />and unanimously carried, the Board voted to suspend its rules of procedure in <br />order to take action on this item due to time constraints. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2011 -03 <br />PROCLAMATION <br />NATIONAL DONATE LIFE MONTH <br />WHEREAS, LifeShare Of The Carolinas is focused on saving lives by <br />increasing participation in the North Carolina organ, eye and <br />tissue donor registry; and <br />WHEREAS, April is observed as National Donate Life Month with unwavering <br />support from the nation's donation and transplantation community; <br />and <br />
