April 4, 2011 (Work Session) Page 371 <br />WHEREAS, LifeShare Of The Carolinas, the organ procurement organization <br />that serves Cabarrus County, is a part of that community and has <br />its own programs to highlight the importance of donating to save <br />the lives of others; and <br />WHEREAS, Over 3,400 North Carolina residents and 110,400 people nationwide <br />are in need of life- saving transplants; and <br />WHEREAS, Residents of Cabarrus County have been touched by donation as <br />recipients of life - saving transplants and as members of donor <br />families who have literally given others a second chance at life; <br />and <br />WHEREAS, It is an honor and privilege to have some of those residents in <br />attendance at the Board of Commissioners Meeting of Cabarrus <br />County to present the Board with a Donate Life flag. <br />NOW, BE IT RESOLVED, we, the members of the Cabarrus Board of County <br />Commissioners do hereby proclaim the month of April, 2011 to be <br />NATIONAL DONATE LIFE MONTH <br />In Cabarrus County and urge our residents to give serious thought to the <br />importance of eye, organ and tissue donation and if so desired, to join the <br />North Carolina Donor Registry and further, to notify their family members <br />that they have done so. <br />Adopted this the 4 th day of April, 2011. <br />/s/ H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />BOC - Resolution Opposing the Loss of School Construction Dollars and the <br />Shift of State School Funding Responsibilities to Counties <br />Vice Chairman Poole advised a resolution opposing the loss of school <br />construction dollars and the shift of State school funding responsibilities <br />to counties was previously adopted by Harnett County and sent to all 100 <br />North Carolina counties. She requested the Board suspend the rules of <br />procedure and adopt the resolution and distribute copies as needed or <br />requested. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board suspended its rules of procedures in order <br />to take action on the item due to time constraints. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2011 -10 <br />RESOLUTION OPPOSING THE LOSS OF COUNTY SCHOOL <br />CONSTRUCTION DOLLARS AND THE SHIFT OF STATE SCHOOL <br />FUNDING RESPONSIBILITIES TO COUNTIES <br />WHEREAS, counties in North Carolina are statutorily responsible for <br />providing public school facilities in North Carolina and contribute <br />significant county funds for classroom expenses; and <br />WHEREAS, counties spend more than $1.5 billion annually for public <br />school capital needs and $2.5 billion for public school operating expenses; <br />and <br />WHEREAS, counties rely on local sales taxes, property taxes, the county <br />share of lottery funds and the county share of the corporate income tax to <br />help fund public school capital needs and have issued public debt based on <br />these revenue streams; and <br />WHEREAS, counties have lost more than a quarter billion dollars in <br />lottery and corporate income tax school construction funds over the current <br />biennium; and <br />WHEREAS, the Governor's budget proposal permanently eliminates the <br />county share of the corporate income tax and reduces the county lottery share <br />
