April 4, 2011 (Work Session) Pag 372 <br />by 75 percent, costing counties more than $200 million per year in revenues <br />dedicated to public school construction needs; and <br />WHEREAS, the budget proposal shifts responsibility to pay for <br />replacement school buses ($56.9 million per year) to counties; and <br />WHEREAS, the budget proposal also takes the unprecedented step of <br />forcing counties to assume the workers' compensation costs for state -paid <br />public school employees ($34.6 million per year) and community college <br />employees ($1.7 million per year) and to fund school tort claims ($4.6 <br />million per year); and <br />WHEREAS, the budget proposal reflects an overall cost shift to counties <br />of $345 million in 2011 -12 alone, requiring counties to raise property taxes <br />to manage a loss of this magnitude; <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners adamantly opposes the unfunded mandates and the loss of county <br />revenues included in the Governor's budget proposal; and <br />FURTHER BE IT RESOLVED that copies of this resolution be transmitted to <br />the members of the General Assembly to let them know of our opposition to <br />these unprecedented changes in county responsibility and the use of county <br />revenues to balance the state budget. <br />Adopted by the Cabarrus County Board of Commissioners this 4 th day of April, <br />2011. <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />/s/ H. Jay White, Sr., Chairman <br />Chairman White requested the resolutions and proclamations adopted at <br />tonight's meeting be included in the April 18 Agenda. <br />Recess of Meeting <br />The Board took a short break at 5:08 p.m. The meeting reconvened at <br />5:22 p.m. <br />APPAC - Recommendations - Tabled from January to April <br />Utilizing a PowerPoint presentation, Commissioner Carruth reviewed the <br />recommendations from the Animal Protection and Preservation Advisory <br />Committee (APPAC) relating to the reduction of animal euthanasia rates and <br />the concept of transferring the public animal shelter responsibilities from <br />the Animal Control Department of the Sheriff's Office to the Humane Society, <br />utilizing an adoption coordinator position. He advised that the contract <br />parameters with the Humane Society and pet evaluation matrix are to be <br />developed by the APPAC. Commissioner Carruth also responded to questions <br />from the Board related to next steps, funding, etc. <br />APPAC member Mike Sims and Judy Sims, Cabarrus Humane Society Executive <br />Director, were recognized as being in attendance. Ms. Sims addressed the <br />Board and responded to a variety of questions. <br />The draft resolution establishing a proactive adoption community was <br />also discussed as well as the feral cat population. During the discussion, <br />Ms. Sims advised the Board of the Humane Society's adoption criteria. <br />Commissioner Carruth MOVED to place the resolution on the April 18 <br />Agenda as a New Business item. Vice Chairman Poole seconded the motion. <br />During discussion, Commissioner Carruth clarified that the financial <br />portion of this item would be on the May work session agenda for further <br />discussion. <br />The MOTION unanimously carried. <br />Closed Session - Threatened or Pending Litigation & Location or Expansion of <br />
