Jay White, Sr. Chairman, Board of Commissioner April 18, 2011 <br />Name Title Date <br />(C -2) NCACC - 2010 Outstanding County Program Awards <br />David Nicholson, North Carolina Association of County Commissioners <br />( NCACC) Outreach Associate, presented Heather Jones, Extension 4 -H Youth <br />Development Agent, with the 2010 Outstanding County Program Award for the <br />Cabarrus 4 -H Citizenship Focus program. <br />The program, as described by Ms. Jones, is a partnership with the local <br />school systems, to educate 10 grade civic students about local government <br />and enhance what they are learning in the classroom by providing "real life" <br />experiences. During visits to the Governmental Center, students participate <br />in a budget simulation activity with the county finance officer; a panel <br />discussion with elected officials; and interviews with various county <br />employees. Students also gain an awareness of careers in local government as <br />well as the importance of their participation in their local government. <br />Mr. Nicholson presented the Award to Ms. Jones who subsequently <br />accepted the Award. Ms. Jones along with the Cooperative Extension Director, <br />Debbie Bost, expressed appreciation to county staff for their participation <br />in the program. <br />Chairman White expressed support for the program and appreciation to <br />Ms. Jones and Ms. Bost. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:44 <br />p.m. He stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />concern if taxpayer monies are used to purchase Bibles for the Courthouse, <br />expressed concern about security screenings at the Courthouse, noting that <br />plastic weapons are not detected. He further noted that his calls to Sheriff <br />Riley were not returned and addressed the issue of child molesters working at <br />the Concord Police Department. <br />Larry Marlow, resident of 664 Odell School Road in Concord, thanked the <br />Board for not raising the property tax rate and urged citizens to vote for <br />the sales tax referendum in May that will be used to pay for school <br />construction debt. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F -1) BOC - Resolution Amending the Regular Meeting Schedule for Calendar <br />Year 2011 <br />The North Carolina Association of County Commissioners had not <br />determined a date for County Assembly Day when the Board adopted its meeting <br />schedule in December of 2010. The Association selected May 25 for this <br />event. Consequently, the budget workshops that were previously set for May <br />25 and 26 need to be rescheduled to May 31 and June 1 at 3:30 p.m. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2011 -11 <br />Resolution Amending the Cabarrus County Board of Commissioners 2011 Meeting <br />Schedule <br />
