She asked if the resolution should <br />be tabled. <br />For clarification, Chairman White stated the motion is to adopt the <br />aforementioned resolution and read Provision Nos. 1 - 3. <br />Chairman White advised he will not support a request for any additional <br />monies other than what is currently being provided for the animal shelter <br />($16,000) and clarified that the resolution does not address program funding <br />or expenses. <br />Commissioner Carruth stated his preference to table consideration o <br />the resolution until the May work session to allow time to obtain the <br />financial information, rather than having it voted down. <br />Discussion continued. Several Commissioners expressed support for <br />Provision No. 1 of the resolution, Provision No. 2 may require a revision and <br />it was noted that the APPAC needs to develop the pet evaluation matrix. <br />Commissioner Carruth and Chairman White withdrew their motion and <br />second. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board voted to table the "Resolution to <br />Establish a Proactive Animal Adoption Community" to the May 2 nd work session. <br />(G -5) BOC - Resolution Supporting a One - Quarter Cent (1 /4C) County Sales and <br />Use Tax <br />Chairman White expressed support for adoption of a resolution in <br />support of a one - quarter cent (1/4�) county sales and use tax. He pointed <br />out the revenues will be used for school capital debt and that the resolution <br />includes a 20 -year sunset provision. <br />After reading the resolution aloud, Chairman White MOVED to adopt the <br />Resolution Supporting a One- Quarter Cent (1 /4C) County Sales and Use Tax. <br />Commissioner Carruth expressed support for the referendum and seconded the <br />motion. The MOTION unanimously carried. <br />The resolution is as follows: <br />Resolution No. 2011 - 12 <br />A Resolution Supporting a One - Quarter Cent (1 /4C) County Sales and Use Tax <br />WHEREAS, the population in Cabarrus County has swelled by 35% in the past <br />decade and is now the 11 largest county in the state with 178,000 residents; <br />and <br />WHEREAS, this population explosion has put a strain on public facilities and <br />necessitated the construction of 17 new public school facilities and 18 <br />renovations or additions to current public school facilities at a total cost <br />to taxpayers of nearly $500 million; and <br />WHEREAS, Cabarrus County must continue to meet public school needs while <br />paying off debt related to school construction projects; and <br />WHEREAS, it is important to provide Cabarrus County taxpayers with <br />alternatives to the pressure to raise property taxes to address these and <br />other County needs; and <br />WHEREAS, the levy of an Article 46 one - quarter cent (1 /4G) County Sales and <br />Use Tax would provide a new County revenue source and would generate <br />approximately $4.6 million annually for the County; and <br />WHEREAS, revenues from the proposed 9 -cent sales tax would be used to pay off <br />500 million dollars of debt for school capital improvements; and <br />WHEREAS, a sales tax is a fair tax which is equally distributed among all <br />residents, not just property owners, as well as among the approximately 4 <br />million visitors to Cabarrus County each.year; and <br />WHEREAS, the proposed ;� sales tax would not be levied on purchases of <br />grocery food items, gasoline, and most prescription drugs; and <br />
