April 18, 2011 (Regular Meeting) Page 407 <br />WHEREAS, if the proposed 1 -�-cent sales tax levy does not pass, then an <br />equivalent property tax rate increase of 2.2 -cents would be required; and <br />WHEREAS, it is this Board's intent for the 1 / - cent sales tax to end in 20 <br />years; and <br />WHEREAS, a low property tax rate is an incentive for new businesses and <br />industries seeking to relocate in this region, and also reduces economic <br />strain felt by existing businesses and other property owners. <br />NOW, THEREFORE, BE IT RESOLVED THAT the Cabarrus County Board of <br />Commissioners hereby supports the 1 / -cent sales tax referendum and encourages <br />citizens to vote "yes" in the special election on May 17, 2011. <br />Adopted this the 18 day of April, 2011. <br />/s/ H. Jay White, Sr., Chairman <br />Board of Commissioners <br />(G -6) BOC - Review of Proclamations and Resolutions Approved at the April <br />Agenda Work Session <br />For public awareness, Chairman White and Vice Chairman Poole reviewed <br />the following proclamations and resolutions adopted by the Board at its April <br />agenda work session: <br />• Cabarrus County Public Health Month Proclamation <br />• National Donate Life Month Proclamation <br />• Resolution Authorizing Auction Sale of the Old Bethel School Property <br />• Resolution in Opposition of Housing Misdemeanants and Felons in County <br />Jails <br />• Resolution Opposing the Loss of County School Construction Dollars and <br />the Shift of State School Funding Responsibilities to Counties <br />(H) APPOINTMENTS <br />(H -1) Appointments - Cabarrus County Youth Council <br />The following students are recommended for appointment to the Cabarrus <br />County Youth Council: Isaiah Alexander (Northwest Cabarrus), Ian Smith <br />(Central Cabarrus) and Cameron Watson (Northwest Cabarrus). <br />Due to unforeseen circumstances, Julianna Sirois (At- large) has <br />resigned from the Council. Heather Jones, Extension Agent, 4 -H Youth <br />Development, requests the removal of Julianna Sirois from the Youth Council <br />roster. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board appointed Isaiah Alexander (Northwest <br />Cabarrus) to the Cabarrus County Youth Council for a two -year term ending <br />April 18, 2013; appointed Ian Smith (Central Cabarrus) and Cameron Watson <br />(Northwest Cabarrus) to the Cabarrus County Youth Council for one -year terms <br />ending April 18, 2012; and removed Julianna Sirois (At- large) from the Youth <br />Council roster. <br />(H -2) Appointments - Criminal Justice Partnership Program <br />The terms of appointment for Robert Smith (County Manager Designee) and <br />David Collins (Business Community) expire April 30, 2011. Both applicants <br />are eligible for reappointment. <br />Further, the CJPP Chair, Catherine Combs, requests the reclassification <br />of the mental health position to a regular voting member pursuant to GS 143B- <br />273.10(a)(12). <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board reappointed Robert Smith (County Manager <br />Designee) and David Collins (Business Community) to the Criminal Justice <br />Partnership Program (CJPP) for three -year terms ending April 30, 2014; and <br />approved the reclassification of the mental health position to a regular <br />voting member. <br />Recess of Meetin <br />
