April 18, 2011 (Regular Meeting) Page 377 <br />WHEREAS, the members of emergency medical services teams are ready to <br />provide lifesaving care to those in need 24 hours a day, seven <br />days a week; and <br />WHEREAS, access to quality emergency care dramatically improves the <br />survival and recovery rate of those who experience sudden illness <br />or injury; and <br />WHEREAS, emergency medical services teams consist of emergency physicians, <br />emergency nurses, emergency medical technicians, paramedics, <br />firefighters, educators, administrators, and others; and <br />approximately two- thirds of all emergency medical services <br />providers are volunteers; and <br />WHEREAS, the members of emergency medical services teams, whether career <br />or volunteer, engage in thousands of hours of specialized <br />training and continuing education enhance their lifesaving <br />skills; and <br />WHEREAS, Americans benefit daily from the knowledge and skills of these <br />highly trained individuals; and <br />WHEREAS, it is appropriate to recognize the value and the accomplishments <br />of emergency medical services providers by designating Emergency <br />Medical Services Week; and <br />NOW, THEREFORE, BE IT RESOLVED that we, the Cabarrus County Board of <br />Commissioners, in recognition of this event do hereby proclaim the week of <br />May 15 - 21, 2011, as <br />CABARRUS COUNTY EMERGENCY MEDICAL SERVICES WEEK <br />Adopted this 18"' day of April, 2011. <br />/s/ H. A New Beginning, Inc., DBA as Genesis ... A New Beginning <br />Counseling Services and CJPP Application for Continuation of Implementation <br />Funding - $131,347 <br />Genesis provides services as identified on Exhibit A to offenders <br />sentenced to the Cabarrus County Criminal Justice Partnership Program (CJPP). <br />The County receives annual grant funding from the State to cover most or all <br />of this cost. The term of the contract is July 1 through June 30, 2012. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the contract between Cabarrus <br />County and Genesis ... A New Beginning Counseling Services for FY 2012 totaling <br />$131,347.00 subject to approval of the FY 2012 annual budget and /or revisions <br />by the County Attorney and authorized the County Manager to execute the <br />contract on behalf of the Board. <br />(F -5) Human Resources - Drug Free Workplace Policy Revision <br />49 CFR Part 40, Procedures for Transportation Workplace Drug and <br />Alcohol Testing Procedures, was amended effective October 1, 2010 in the Code <br />of Federal Register. This law governs the drug and alcohol testing of <br />Department of Transportation (DOT) regulated employees. This is a request to <br />adopt the recommended changes to the Drug Free Workplace Policy for <br />compliance with this federal law. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the revised Drug Free Workplace <br />Policy to replace existing policies with authorization for staff to make <br />necessary administrative adjustments to forms and formatting and grammatical <br />adjustments in the published document. <br />CABARRUS COUNTY <br />DRUG FREE WORKPLACE POLICY <br />
