May 16, 2011 (Regular Meeting) <br />Page 435 <br />accept and recycle food waste and yard debris from the City of <br />Concord, Cabarrus County and its adjacent Counties to enhance <br />the County's Sustainability Programs. <br />1. The County will enact ordinances, rules & regulations, and <br />assist to divert food waste and yard debris to the Compost <br />Facility, including, requiring all County and City owned <br />facilities to recycle all food waste and yard debris. <br />3. If NCDENR does not approve the Permit or does not allow the <br />County to be recognized as the Permit holder or does not allow <br />Greenway to operate under the same financial assurance <br />responsibilities as set forth for the County, then the parties <br />agree to the following: <br />a. The County and Greenway agree to equally share in all costs <br />incurred during the approval process. In addition, the County <br />agrees to pay Greenway a negotiable fee to close the Landfill. <br />b. The County and Greenway mutually agree to terminate this <br />Agreement. <br />4. Senior Geologist, Mr. Ron Gilkerson will be the lead contact <br />for Greenway and Sustainability Manager, Mr. Kevin Grant will <br />be the County's main contact. <br />The County and Greenway indicate agreement with this MOU by their <br />signatures. <br />(G -4) County Manager - Presentation of the Proposed FY 2012 Cabarrus County <br />Budget <br />John Day, County Manager, stated the FY 2012 budget has been presented <br />to the Board, on flash /thumb drives. He reported the FY 2012 budget was <br />prepared according to the Board's direction in February, which was to match <br />the FY 2011 5 -year plan as close as possible. The FY 2012 budget is within <br />$400,000.00 of this year's projection, maintains a property tax rate of 63 <br />cents and freezes spending roughly at the 2012 level. He stated the County <br />staff looks forward to working with the Board and are available to respond to <br />questions. He also noted the first budget meeting is scheduled for May 24 th . <br />Chairman White announced budget workshops will be held on May 24 and <br />31 and June 1 St at 3:30 p.m. in the Multipurpose Room in the Governmental <br />Center. <br />Vice Chairman Poole announced the budget will be available for the <br />public to view on the County's website at www.cabarruscounty.us <br />Commissioner Carruth urged citizens to attend the budget meetings and <br />ask questions, stating the budget is the Board's most important task. <br />Chairman White also urged citizens to vote for the sales tax referendum <br />on May 17 stating it will supplant approximately $4.7 million in the <br />budget. He also addressed a possible reduction in lottery funds and sales <br />tax revenues from the State. <br />(G -5) Communications and Outreach - New Website Will be Launched May 20 <br />2011 <br />Aimee Hawkins, Communications and Outreach Manager, presented a preview <br />of the County's new website to go live on May 20 She reported the 2011 <br />redesign of the Cabarrus County website ( www.cabarrus county. us ) will provide <br />an improved user experience to enhance the findability and search of desired <br />information, to increase transparency of county operations, and to showcase <br />Cabarrus County as a great place to live and work. Cabarrus County's website <br />is the front porch to the county. It is a place for community members to <br />access information, perform county business, and engage in information - <br />sharing to the benefit of all who live and work in Cabarrus County. As such, <br />the website will be inviting, helpful, informative, and easy to use. <br />Cabarrus County's new website will: <br />• Communicate with residents, businesses, media, and other stakeholders <br />through topic- driven navigation that eliminates the need to know which <br />department is the keeper of a certain piece of information. <br />• Maintain individual department web sections while allowing information <br />to be aggregated topically to provide portals for similar information <br />or for similar audiences. <br />
