May 16, 2011 (Regular Meeting) Page 419 <br />building while incorporating new technology and mechanical systems to make a <br />building livable. <br />Richard Wise, resident of 3403 Brickwood Circle in Midland and Town of <br />Midland Councilman, spoke in favor of awarding the bid for the old Bethel <br />School property to Woodson University. He stated he has spoken to Mr. <br />McDonald and Mr. Fleming and that the school will be beneficial to the <br />community. <br />Mike Sims, resident of 2296 Jon Chris Drive in Harrisburg and APPAC <br />(Animal Protection and Preservation Advisory Committee) member, spoke in <br />support of the APPAC resolution on the Agenda and expressed appreciation for <br />the Board's consideration of animal - related issues. He also expressed <br />frustration at the length of time the resolution has been before the Board <br />for consideration. <br />Ann Cannon, resident of 2601 Gold Hill Road in Concord and APPAC <br />member, expressed support for adoption of the APPAC resolution. As an 8 -year <br />animal rescuer, she advised that the animals rescued by groups like the <br />Cabarrus Pets Society, do not reproduce, thereby reducing the pet population. <br />Further, she said the animal rescue groups perform this service at no cost to <br />the County. She also asked the Board to consider other recommendations made <br />by the APPAC. <br />Larry Marlow, resident of 664 Odell School Road in Concord, urged the <br />public to vote for the :� cent sales and use tax referendum on the May 17 <br />ballot. He noted that approval of the sales tax referendum will save each <br />property owner approximately $50 in property taxes. <br />With there being no one ,else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) County Manager - Resolution Authorizing Auction Sale of the Old Bethel <br />School Property - Update and Bid Award <br />Mike Downs, Deputy County Manager, reported the sale for the old Bethel <br />School property was advertised, two (2) bids were received and both parties <br />are present to respond to questions. <br />The bid tabulation is as follow: <br />No. <br />Name <br />Bid Doc. <br />Bid <br />Bid Deposit <br />Taxes Current <br />(Y /N) <br />Amount <br />5 Percent <br />(Y /N) <br />1 <br />Mike Wallace <br />Y <br />$1,000.00 <br />$1,000.00* <br />Y <br />2 <br />Woodson University <br />Y <br />$10,000.00 <br />$500.00 <br />Y <br />*Amount of bid and certified check. <br />The Advertisement for Sealed Bids Sale of County Property (Old Bethel <br />School Property), PIN# 5544 -18 -3994, was posted to the Cabarrus County <br />website ( www. cabarrus county. us ) on April 5, 2011 as authorized by N.C.G.S. <br />143- 129(b). <br />Dr. A.L. Fleming, Woodson University, responded to questions from the <br />Board related to: the timeframe for addressing code issues and prevention of <br />further vandalism; the relationship between Woodson University and Wharton <br />Gladden and Company, LLC; etc. <br />In response to an inquiry from Commissioner Carruth, Mike Wallace <br />identified potential uses for the property, but advised that a specific <br />development plan does not exist at this time, other than to create jobs and <br />provide a benefit to the community and tax base in the future. If awarded <br />the bid, he advised the property will be cleaned up and secured within a <br />month after closing. <br />Commissioner Measmer expressed support for all bids received and for <br />awarding the bid to Woodson University. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth <br />and unanimously carried, the Board accepted the $10,000.00 bid from Woodson <br />University for the old Bethel School property and authorized the County <br />
