May 16, 2011 (Regular Meeting) Page 420 <br />Manager and County Attorney to finalize the transaction and execute the <br />related documentation. <br />(F) CONSENT AGENDA <br />(F -1) APPAC - Resolution to Establish a Proactive Animal Adoption Community <br />The following revised resolution identifies certain actions to be <br />undertaken related to the establishment of a proactive animal adoption <br />community. The APPAL (Animal Protection and Preservation Advisory Committee) <br />recommended the resolution be forwarded to the Board of Commissioners at its <br />January meeting. <br />UPON MOTION of Commissioner Carruth, seconded by Chairman White and <br />unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2011 -13 <br />A Resolution to Establish a Proactive Adoption Community <br />WHEREAS, Cabarrus County is a leader in public service innovation and <br />delivery; <br />WHEREAS, Cabarrus County has repeatedly been recognized for its strong regard <br />for the volunteer efforts of its citizens to address community wide issues; <br />WHEREAS, In accordance with NCGS 153A -442, county governments may "establish, <br />equip, operate, and maintain" an animal shelter, which is regulated by the <br />North Carolina Department of Agriculture; <br />WHEREAS, That protection and care of animals is a legitimate and compelling <br />public interest, as the killing of adoptable, domestic animals is a practice <br />that should be brought to an end; <br />WHEREAS, The existing county model for processing and adopting homeless and <br />lost animals in the community is not adequate to keep up with the animal <br />intake volume of a growing community; <br />WHEREAS, Adoptable domestic animals will be determined by the Cabarrus County <br />Pet Evaluation Matrix, and this matrix will also be used to determine the <br />parameters for euthanizing domestic animals in the future; <br />WHEREAS - The following principles and practices can achieve an acceptable <br />adoption rate and potentially end the euthanasia of adoptable domestic <br />animals: <br />• A compassionate Proactive Adoption Program director who will implement <br />community involvement initiatives <br />• A "Proactive" pet adoption program <br />• A rescue group network that is cooperative an supportive of the <br />Proactive Adoption Program <br />• A trained and organized volunteer organization <br />• A properly trained and maintained foster home volunteer organization <br />• Community education of the importance of spay & neuter, vaccination, <br />heartworm prevention and pet care <br />• Formal feral cat trap- neuter - return program <br />• Low cost, high volume spay & neuter program that includes community <br />outreach <br />• Efficient and reliable pet retrieval and return process <br />• A medical and behavioral pet evaluation matrix for shelter dogs and <br />cats <br />• A "DO NOT ADOPT TO" database <br />• Comprehensive enforcement and investigation of animal cruelty <br />complaints and Animal Control Community Outreach; <br />WHEREAS, Several well- organized and qualified animal rescue organizations in <br />Cabarrus County currently follow many of these principles and provide many of <br />these programs; <br />WHEREAS, The new organizational model will aggressively incorporate and <br />engage all 501(c)(3) rescue organizations; <br />NOW THEREFORE, THE CABARRUS BOARD OF COMMISSIONERS HEREBY RESOLVES AND <br />DIRECTS THE FOLLOWING ACTIONS BE INITIATED IMMEDIATELY: <br />
