June 20, 2011 (Regular Meeting) <br />Page 470 <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board adopted the Analysis of Impediments to <br />Fair Housing as presented in the Agenda. <br />(F -2) Commerce - Revise Project Ordinance nor 2010 CDBG Scattered Site <br />Rehabilitation Program <br />Cabarrus County received the 2010 CDBG Scattered Site Housing <br />Rehabilitation Funding approval and associated contract. A project ordinance <br />was previously established, however, it will need to be revised to allocate <br />the grant funds. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board adopted the project ordinance and the <br />following budget amendment: <br />Date:6 /20/2011 Amount:$400,000 <br />Dept. The grant project authorized is for the <br />Community Development project described in the work statement <br />contained in the grant agreement between Cabarrus County and the <br />North Carolina Department of Commerce. <br />Section 2. The officers of this unit are hereby directed <br />to proceed with this project within the terms of the grant <br />document(s),the NC Department of Commerce and the rules and <br />regulations as set forth by the federal and state government, <br />Generally Accepted Accounting Principles (GAAP) and the budget <br />contained herein. <br />Section 3. The following budgeted amounts are appropriated <br />for the projects: <br />CDBG Scattered Site Expenses: <br />Consultants $ 50,000 <br />Sub Contractor Construction $ 320,000 <br />Local Option Urgent Repair $ 40,000 <br />Section 4. The following revenues are anticipated to be <br />available to complete this project: <br />CDBG Scattered Site Revenues: <br />Program Income $ 10,000 <br />2010 CDBG Housing Rehabilitation Grant $ 400,000 <br />Section 5. The Finance Officer is hereby directed to <br />maintain within the Special Revenue Fund sufficient detailed <br />accounting records to provide the accounting to the grantor <br />agency required by the grant agreement(s) and federal and state <br />regulations. <br />Section 6. Funds may be advanced from the General Fund for <br />the purpose of making payments as due. Reimbursement to the <br />General Fund should be made in an orderly and timely manner. <br />
