The Finance Officer is directed to report, at <br />the request of the Board, on the financial status of each project <br />element in Section 3 and on the total revenues received or <br />claimed. <br />Section 8. Copies of this grant project ordinance shall be <br />furnished to the Clerk to the Governing Board, and to the Budget <br />Officer and the Finance Officer for direction in carrying out <br />this project. <br />Section 9. At the completion of the project, all <br />unrestricted excess funds are transferred to the General Fund and <br />the Grant Project Ordinance is closed. <br />Section 10. The County Manager is hereby authorized to transfer <br />revenues and appropriation within an ordinance as contained herein <br />under the following conditions: <br />a. The Manager may transfer amounts between objects of expenditures <br />and revenues within a function without limitation. <br />b. The Manager may transfer amounts up to $100,000 between functions <br />of the same ordinance. <br />c. The Manager may transfer amounts between contingency funds which <br />are set aside for a specific projects upon the appropriate <br />approval of the change order. <br />d. Upon notification of funding increases or decreases to existing <br />grants or revenues or the award of grants or revenues, the <br />Manager or Finance Officer may adjust budgets to match, including <br />grants that require a County match for which funds are available. <br />e. The consultant will provide <br />environmental analysis, work write ups, inspections, contractor and client <br />management services. Staff advertised on the website and direct mailed three <br />companies regarding the Request for Qualifications. Staff received two <br />proposals and is recommending Hobbs, Upchurch, and Associates to be selected <br />and authorize the County Manager to execute a contract after review by the <br />County Attorney. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved Hobbs, Upchurch and Associates as <br />the consultant selection for the 2011 -2012 HOME Program and authorized the <br />County Manager to execute a contract for services, subject to review or <br />revisions by the County Attorney. <br />F -4) Commerce - Selection of Weatherization Subcontractors for 2011 -2012 <br />Cabarrus County has been using certified Weatherization subcontractors <br />to meet the demands of the American Recovery and Reinvestment Act program. <br />The grant requires a selection process such as a request for qualifications <br />to select qualified subcontractors. Cabarrus County went through this <br />process last year, however, this year the NC State Energy Office performed a <br />statewide qualification process so that local jurisdictions could "piggyback" <br />off of their selection. Staff is requesting permission to "piggyback" off of <br />the NC State Energy Office's selection process and select qualified <br />subcontractors off of the most recently published approved contractor list. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved "piggybacking" off the North <br />
