The Finance Officer is directed to report, at the request of the Board, on the financial status of each project element in Section 3 and on the total revenues received or claimed. Section 8. Copies of this grant project ordinance shall be furnished to the Clerk to the Governing Board, and to the Budget Officer and the Finance Officer for direction in carrying out this project. Section 9. At the completion of the project, all unrestricted excess funds are transferred to the General Fund and the Grant Project Ordinance is closed. Section 10. The County Manager is hereby authorized to transfer revenues and appropriation within an ordinance as contained herein under the following conditions: a. The Manager may transfer amounts between objects of expenditures and revenues within a function without limitation. b. The Manager may transfer amounts up to $100,000 between functions of the same ordinance. c. The Manager may transfer amounts between contingency funds which are set aside for a specific projects upon the appropriate approval of the change order. d. Upon notification of funding increases or decreases to existing grants or revenues or the award of grants or revenues, the Manager or Finance Officer may adjust budgets to match, including grants that require a County match for which funds are available. e. The Manager may enter into and execute change orders or amendments to County construction contracts in amounts up to $90,000 when the project ordinance contains sufficient appropriated but unencumbered funds. The consultant will provide environmental analysis, work write ups, inspections, contractor and client management services. Staff advertised on the website and direct mailed three companies regarding the Request for Qualifications. Staff received two proposals and is recommending Hobbs, Upchurch, and Associates to be selected and authorize the County Manager to execute a contract after review by the County Attorney. UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer and unanimously carried, the Board approved Hobbs, Upchurch and Associates as the consultant selection for the 2011 -2012 HOME Program and authorized the County Manager to execute a contract for services, subject to review or revisions by the County Attorney. F -4) Commerce - Selection of Weatherization Subcontractors for 2011 -2012 Cabarrus County has been using certified Weatherization subcontractors to meet the demands of the American Recovery and Reinvestment Act program. The grant requires a selection process such as a request for qualifications to select qualified subcontractors. Cabarrus County went through this process last year, however, this year the NC State Energy Office performed a statewide qualification process so that local jurisdictions could "piggyback" off of their selection. Staff is requesting permission to "piggyback" off of the NC State Energy Office's selection process and select qualified subcontractors off of the most recently published approved contractor list.
