The Tourism Authority's FY 11 -12 budget <br />totals $3,718,762.00 which represents an increase of 10.3 percent over the FY <br />10 /11 budget and a 14.4 percent increase over FY 09/10. The budget was <br />approved by the Tourism Authority on May 25, 2011. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Tourism Authority's FY 2011 <br />budget totaling $3,718,762.00. <br />(G) NEW BUSINESS <br />(G -1) County Manager - Adoption of the FY 2012 Cabarrus County Budget and <br />Public Hearing - 6:30 P.M. <br />Erica Nesbitt, Budget and Performance Manager, presented the FY 2012 <br />budget ordinance for the General Fund, Cabarrus Arena & Events Center Fund, <br />Landfill Fund, 911 Emergency Telephone Fund, Workers Compensation Fund and <br />Health Insurance Fund totaling $214,872,987.00 and sets the property tax rate <br />at 63 cents per $100 valuation. She advised the Manager's recommended budget <br />was presented to the Board on May 16 and three (3) subsequent budget <br />workshops were held thereafter to modify the budget as directed by the <br />Commission. Ms. Nesbit also presented the budget ordinances for the Fire <br />Tax and Insurance Districts totaling $2,660,692.00 and the Capital <br />Improvements Project totaling $3,846,800.00. In closing, Ms. Nesbit stated <br />her availability to respond to questions from the Board. <br />Chairman White opened the public hearing at 6:55 p.m. The Public <br />Hearing Notice was posted on the County's website ( www.cabarrus county. us ) on <br />May 4, 2011 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. The Notice was also posted on the County's FaceBook page, a <br />social networking site, on May 16, 2011. <br />David Bengston, resident of 11910 Terrill Ridge Drive in Davidson,. <br />stated he recently attended a Cabarrus County Board of Education meeting and <br />was appalled by a Board member's comment regarding the use of leftover <br />construction funds if a project comes in under budget. He then described <br />staffing of his small business during the recent economic downturn, stating <br />he had to layoff nine (9) of the 11 employees. He expressed dissatisfaction <br />with several County expenditures stating taxes should not increase because <br />citizens are out of money which means the County is also out of money. <br />Ronnie Long, resident of 4140 Brownwood Lane NW in Concord, read the <br />following statement: <br />Good Evening, Chairman White, members of the Board of <br />Commissioners and guests: <br />Thank you for the opportunity to stand before your tonight. As <br />some of you know I am the President of the local Tea Party group, <br />We The People NC here in Cabarrus County. On behalf of our <br />membership I would first like to thank each of you for your <br />service to our community. Your job here is sometimes <br />misunderstood and at the very least one which most average <br />citizens do not totally understand. Most of us do not know all <br />of the things you are involved in or faced with on a daily basis. <br />
