June 20, 2011 (Regular Meeting) Page 525 <br />Ritchie to the Water and Sewer Authority for a three -year term ending June <br />30, 2014. <br />(H -11) Removal - Cabarrus County Youth Council <br />Drew Smith (Cox Mill High School) has resigned from the Cabarrus County <br />Youth Council. Heather Jones, Extension Agent, 4 -H Youth Development, <br />requests Drew Smith be removed from the roster. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth <br />and unanimously carried, the Board removed Drew Smith (Cox Mill High School) <br />from the Cabarrus County Youth Council roster. <br />(I) REPORTS <br />(I -1) Finance - Reports on County Bond Ratings <br />Reports from Standard and Poor's, Moody's and Fitch were included as <br />part of the Agenda. <br />(I -2) Tourism - Third (3rd) Quarter 2010 -2011 Update <br />The Board received the Cabarrus County Tourism Authority's 3 rd Quarter <br />2010 -2011 report as part of the Agenda. <br />(I -3) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />Commissioner Carruth announced the retirement recognition for Dan <br />Coughlin, Area Director /CEO of PBH (Piedmont Behavior Healthcare) as well as <br />the grand opening dedication of PBH's new headquarters is Friday, June 24 <br />from 4:00 to 8:00 p.m. <br />Chairman White reported on efforts of the Cabarrus Health Alliance to <br />convert to a paperless system on July 6 th . He also reported it is possible to <br />determine what immunizations are necessary for international travel, on the <br />CHA website. <br />Commissioner Measmer announced the Youth Council went to Raleigh last <br />week for three days as part of the 4 -H Citizenship Focus Program. <br />(I -4) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee <br />• Animal Protection and Preservation Advisory Committee <br />• Board of Equalization and Review <br />• Cabarrus County Planning and Zoning Commission <br />• Centralina Workforce Development Board <br />• Concord Planning and Zoning Commission (ETJ) <br />• Harrisburg Fire Advisory Board <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Juvenile Crime Prevention Council <br />• Library Board of Trustees <br />• Nursing Home Community Advisory Committee <br />• Public Health Authority of Cabarrus County <br />• Region F Aging Advisory Committee <br />• Social Service Board <br />• Tourism Authority <br />• Transportation Advisory Board <br />• Water and Sewer Authority of Cabarrus County <br />• Youth Council <br />Chairman White asked citizens to consider participating on a Board or <br />Committee. <br />(J) GENERAL, COMMENTS BY BOARD MEMBERS <br />Chairman White commended the Finance staff for their efforts and hard <br />work with the budget.
