June 20, 2011 (Regular Meeting) <br />Appointment Policy is requested. <br />positions on the Advisory Committee. <br />Page 524 <br />There are currently eight (8) vacant <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board appointed A.L. Fleming to the Social <br />Services Board for a three -year term ending June 30, 2014, including an <br />exception to the "service on multiple boards" provision of the Appointment <br />Policy and commended Ms. Prewitt for her six (6) years of service. <br />(H -8) Appointments - Tourism Authority <br />The Cabarrus County Tourism Authority Board of Directors has three (3) <br />seats that need to be appointed for the term commencing July 1, 2011 and <br />expiring on June 30, 2014. The nominating group and their nominees are as <br />follows: <br />Cabarrus County Tourism Authority - Seat No. 2: Jessica Fickenscher <br />Cabarrus Regional Chamber of Commerce - Seat No. 3: Mayor Scott Padgett <br />Cabarrus County Tourism Authority - Seat No. 10: Ray Soporowski <br />Note: As a Charlotteian, an exception to the "residency" provision of <br />the Appointment Policy is needed for Mr. Soporowski. <br />Seat No. 1, an "at- large" position appointed by the County, is also in <br />need of an appointment or reappointment. Deputy County Manager, Mike Downs, <br />currently represents the County. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Jessica Fickenscher (Tourism <br />Activist) to Seat No. 2 on the Tourism Authority for a three -year term ending <br />June 30, 2014 as requested by the Tourism Authority; appointed Scott Padgett <br />(At- large) to Seat No. 3 on the Tourism Authority for a three -year term <br />ending June 30, 2014 as requested by the Regional Chamber of Commerce; <br />reappointed Ray Soporowski (Tourism Activist) to Seat No. 10 for a three -year <br />term ending June 30, 2014 as requested by the Tourism Authority, including an <br />exception to the "residency" provision of the Appointment Policy; and <br />reappointed Mike Downs (At- large) to Seat No. 1 on the Tourism Authority for <br />a three -year term ending June 30, 2014. <br />(H -9) Appointments - Transportation Advisory Board <br />Several appointments or reappointments are needed on the Transportation <br />Advisory Board for terms ending June 30. <br />Mr. Jerry Mingo represents the "visually impaired" community, but does <br />not wish to be considered for reappointment. His service on the Advisory <br />Board began in 1998. <br />To reflect the actual agencies represented by the attendees, it is <br />requested that the "retired" position be reclassified as "law enforcement" <br />and that "Lifespan" be reclassified as "citizen advocate /retired". Note: <br />Lifespan is no longer in operation. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the reclassifications to the <br />agency representation as set forth above; reappointed Vicki Proctor to the <br />Transportation Advisory Board as the "citizen advocate /retired" <br />representative, Jodi Ramirez as the "law enforcement" representative, and <br />Daniel Payne (County Schools) and Patricia Baker (DSS) for three -year terms <br />ending June 30, 2014; including an exception to the "residency" provision of <br />the Appointment Policy for Ms. Baker and an exception to the "length of <br />service" provision for Ms. Baker and Mr. Payne. By the same vote, the Board <br />removed Jerry Mingo from the Transportation Advisory Board roster and <br />commended him for his many years of dedicated service. <br />(H -10) Appointments - Water and Sewer Authority <br />The "At- large" position on the Water and Sewer Authority (WSACC) is <br />appointed by the County with the advice of the other organizing political <br />subdivisions of the Authority. Mr. Michael Quickel was appointed to this <br />position in 2000 and has served 11 consecutive years. Therefore, an <br />exception to the "length of service" provision of the Appointment Policy <br />would be needed to reappoint Mr. Quickel. <br />UPON MOTION of Vice Chairman Poole, on behalf of WSACC, seconded by <br />Commissioner Carruth and unanimously carried, the Board appointed Robert <br />
