July 18, 2011 (Regular Meeting) Page 533 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, July 18, 2011, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Absent - Commissioner: <br />Christopher A. Measmer <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager and Kay Honeycutt, Clerk to the <br />Board. <br />Commissioner Measmer was on vacation. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Chip Gonynor of Cub Scout Pack 888 from Forest Hill United Methodist <br />Church conducted the Flag Ceremony. <br />Pastor Kim Trabold from New Hope Lutheran Church in Kannapolis <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the minutes of May 31, 2011 <br />(Recessed Meeting), June 1, 2011 (Recessed Meeting) and June 6, 2011 (Work <br />Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Supplemental Information - New Business: <br />(G -1) ITS - Approval of Interagency Agreement for Collaborative Technology <br />Services <br />® Updated Schedule - Kannapolis City Schools <br />Supplemental Information - Appointments: <br />(H -1) Adult Care Home Community Advisory Committee <br />® Sandra Miller's application was prequalified by the Regional <br />Ombudsman. Omit "pending prequalification by the Regional <br />Ombudsman for Sandra Miller" from the requested action. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Recognition of Michael M. Quickel for Service on Water and Sewer <br />Authoritv of Cabarrus Countv <br />Commissioner Carruth presented Michael Quickel with a certificate in <br />recognition of his many years of dedicated service on the Water and Sewer <br />Authority of Cabarrus County (WSACC). <br />Mr. Quickel accepted the certificate and expressed appreciation. <br />(C -2) DSS - Recognition of Department of Social Services as Recipients of <br />Two 2011 NACo Achievement Awards <br />Ben Rose, Department of Social Services Director, announced the <br />Department of Social Services (DSS) is the recipient of two (2) NACo <br />(National Association of Counties) Achievement Awards. He advised the <br />"Reaching Elderly Adults with Community Helps" program is a collaboration <br />between DSS, Commerce, Department of Aging and the Veterans Department and <br />the "Counting the Costs Financial and Accountability Program" which is a <br />counseling class provided through a partnership with Cooperative Extension. <br />He also recognized DSS employees: Kathy Mower, Amanda Buck and James Polk <br />in attendance for their assistance. <br />
