July 18, 2011 (Regular Meeting) Page 534 <br />Chairman White commended Mr. Rose and the Department of Social Services <br />for their seamless transitions and collaborations with other departments. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:38 <br />p.m. He stated each speaker would be limited to three minutes. <br />Larry Marlow, resident of 664 Odell School Road in Concord, addressed <br />the need for visitor parking spaces at the new Detention Center, especially <br />for the elderly population and difficulties associated with crossing Corban <br />Avenue. <br />Chairman White and Vice Chairman Poole identified the location of some <br />existing parking spaces at the Jail and noted the need for additional <br />signage. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F -1) BOC - Designation of Voting Delegate to NCACC Annual Conference <br />The North Carolina Association of County Commissioners ( NCACC) is <br />requesting each Board of County Commissioners designate a voting delegate to <br />attend the NCACC Annual Conference to be held August 18 -21, 2011 in Cabarrus <br />County, North Carolina. <br />This form must be completed and returned to the NCACC by August 12th. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved Vice Chairman Poole as the voting <br />delegate for the NCACC Annual Conference to be held August 18 -21, 2011 in <br />Cabarrus County. <br />(F -2) Commerce - CDBG Plans and Programs <br />In accordance with the 2010 -2012 CDBG Scattered Site grant, Cabarrus <br />County must adopt a series of plans and programs that correspond with federal <br />guidelines.
