July 18, 2011 (Regular Meeting) Page 535 <br />FAIR HOUSING RESOLUTION <br />For the Period of July 18, 2011 -July 18, 2014 <br />WHEREAS, The County of Cabarrus seeks to protect the health, safety, and <br />welfare of its residents; and <br />WHEREAS, citizens seek safe, sanitary and habitable dwellings in all areas of <br />the County; and <br />WHEREAS, the County finds the denial of equal housing opportunities because <br />of religion, race, creed, color, sex, national origin, handicap or age <br />legally wrong and socially unjust; and <br />WHEREAS, the denial of equal housing opportunities in housing accommodations <br />is detrimental to public welfare and public order; and <br />WHEREAS, the County finds the practice of discrimination against any citizen <br />in housing a denial of his equal rights and equal opportunity to seek better <br />living conditions and to develop community pride; <br />NOW, THEREFORE, BE IT ORDAINED, by the Board of Commissioners of the County <br />of Cabarrus, North Carolina, that: <br />Section I. The Board of Commissioners of the County of Cabarrus has <br />declared it an official policy of the County government that <br />there shall not be discrimination in the terms and conditions <br />for buying or renting housing in the County of Cabarrus. <br />Section II. All business groups and individual citizens of the County of <br />Cabarrus are urged to respect and implement this policy. <br />Section III. The Community Development Manager or their designate, is the <br />official authorized to (1) receive and document complaints <br />regarding housing discrimination in Cabarrus County; and (2) <br />refer such complaints to the North Carolina Human Relations <br />Council for investigation, conciliation and resolution. <br />ADOPTED, this 18th day of July, 2011. <br />By: /s/ H. Jay White, Sr. <br />Chairman, Board of Commissioners <br />ATTEST: <br />/s/ Kay Honeycutt <br />Clerk to the Board <br />(F -3) Finance - Capital Reserve Project Ordinance Update and Related Budget <br />Amendment <br />In FY10 the County reached an agreement with Cabarrus County Convention <br />and Visitors Bureau (CVB) to reduce the county's administrative fee from 5 <br />percent to 1.5 percent in exchange for the creation of a Sports Development <br />fund, generated by 10 percent of Occupancy Tax collected. On May 25, 2011, <br />the CVB Board of Directors agreed to discontinue the Sports Development fund <br />and in turn, provide 5 percent of the Occupancy Tax to the County as its <br />administrative fee and an additional 5 percent to the County to assist with <br />expansion and improvements of sports facilities. <br />According to the terms of this agreement, Cabarrus County will now <br />withhold 10 percent instead of 1.5 percent of Occupancy tax collections prior <br />to distributing the funds to the CVB. Of the 10 percent withholding, 5 <br />percent will be placed in the Capital Reserve Fund to be used for future <br />Facility /Field expansion and improvements for Parks and Recreation. The <br />remaining 5 percent will be used for Visitor Related Events and has been <br />included in the annual FY 12 Cabarrus Arena and Events Center Fund budget. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the revised Capital Reserve <br />Project Ordinance and following budget amendment: <br />Date:6 /22/2011 Amount:$175,000 <br />Dept.
