<br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage
<br />and unanimously carried, the Board voted to place "Parks Department -
<br />Approval of Matching Incentive Grant Requests - FY 2011 -2012 and Related
<br />Budget Amendment - $50,000.00" on the August 15, 2011 Agenda as a Consent
<br />item.
<br />Sheriff's Administration Building - 7th Floor Upfit Project - Selection of
<br />Architectural Design Firm
<br />Mike Downs, Deputy County Manager, requested the selection of Griffin
<br />Architecture, Inc. to provide architectural design services for the upfit of
<br />the 7th floor of the Sheriff's Administration building for use by Rowan -
<br />Cabarrus Community College (RCCC) , etc. He advised the space will be used
<br />for basic law enforcement training, paramedic training, etc. He further
<br />advised the floor plan will be presented to the Board at a later date.
<br />Further, he reported 10 firms responded to the County's RFQ (Request for
<br />Qualifications). The list was narrowed to three (3) firms with the final
<br />selection of Griffin Architecture being determined by a committee comprised
<br />of representatives of RCCC and County staff. He also responded to questions
<br />from the Board.
<br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth
<br />and unanimously carried, the Board voted to place the "Sheriff's
<br />Administration Building - 7th Floor Upfit Project - Selection of
<br />Architectural Design Firm" on the August 15, 2011 Agenda as a Consent item.

<br />Tax Administration - Presentation of the Schedule of Values for - che 2012

<br />Brent Weisner, Tax Administrator, provided a general overview of the
<br />draft Market and Present Use Schedule of Values (SOV), the tax assessor's
<br />appraisal manual -a "uniform schedule of values, standards, and rules to be
<br />used in appraising real property in the county ", as presented in the Agenda
<br />and hereby incorporated by reference.
<br />He advised that the SOV will be available for public inspection at the Tax
<br />Department and on the County's website at ( www.cabarruscounty. us ) . He also
<br />reviewed the adoption and appeal process timeline for the SOV as follows:
<br />• August 15, 2011 - Board of County Commissioners receives the proposed
<br />Schedule of Values from the County Assessor.
<br />• August 17, 2011 - Publish statement of receipt and announcement of
<br />public hearing in the newspaper.
<br />• September 19, 2011 - Hold public hearing.
<br />• October 17, 2011 - Adopt Schedule of Values.
<br />• October 19, 2011 - First notice of adoption advertised in the
<br />newspaper.
<br />• October 26, 2011 - Second notice advertised.
<br />• November 2, 2011 - Third notice advertised.
<br />• November 9, 2011 - Final notice advertised.
<br />• November 18, 2011 - Final day in which an appeal to the Order adopting
<br />the Schedules may be filed with the Property Tax Commission.
