He further advised the Plant Manager relocated to Cabarrus from <br />Charlotte and that several former Philip Morris employees were hired by <br />Celgard. He also announced employment opportunities are available on <br />Celgard's website. A brief discussion ensued. <br />With there being no one else to address the Board, Chairman White <br />closed the public hearing. <br />Commissioner Carruth MOVED to approve an Economic Development Agreement <br />(3 years, 85 percent and as set forth above) between Celgard, LLC and <br />Cabarrus County; and authorize the County Manager to execute the Agreement on <br />behalf of the Board. Vice Chairman Poole seconded the motion. Richard Koch, <br />County Attorney, requested "subject to review by the County Attorney" be <br />added to the motion. <br />Chairman White restated the revised motion. <br />Commissioner Measmer stated his intent to vote against the motion for <br />the following reasons: (1) Celgard has already received one grant; (2) the <br />Governor's expansion announcement and Celgard's celebratory activities were <br />several weeks prior to the Commissions' vote, which is presumptuous; and (3) <br />awarding the grant does not comply with Section 3.1 (Eligible Uses) of the <br />Economic Development Grant Program. <br />Commissioner Burrage also stated his intent to vote against the motion, <br />citing government should get out of private business. <br />The MOTION carried, with Chairman White, Vice Chairman Poole and <br />Commissioner Carruth voting for and Commissioners Burrage and Measmer voting <br />against. <br />(G -3) Transportation - Rural Operating Assistance Program (ROAP) Funding and <br />Public Hearing - 6:30 P.M. <br />Bob Bushey, Transportation Coordinator, stated a Rural Operating <br />Assistance Program (ROAP) grant request of $196,607.00 will be submitted to <br />the North Carolina Department of Transportation, Public Transportation <br />Division. He reported the grant request will include funding for the <br />following programs: the Elderly and Disabled Transportation Assistance <br />Program (EDTAP) - $103,742.00; the Employment Transportation Assistance <br />Program (ETAP) - $25,871.00; and the Rural General Public (RGP) Program - <br />$66,994.00. <br />Chairman White opened the public hearing at 7:25 p.m. The Public <br />Hearing Notice was published on August 5, 2011 in THE INDEPENDENT TRIBUNE in <br />English and Spanish. The Public Hearing Notice was also posted on the <br />County's website ( www. cab arrus county. us ) in English and Spanish on August 2, <br />2011 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />With there being no one to address the Board, Chairman White closed the <br />public hearing. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the following FY 2012 Rural <br />Operating Assistance Program Certified Statement: <br />No. 2011 -19 <br />CERTIFIED STATEMENT <br />FY 2012 <br />RURAL OPERATING ASSISTANCE PROGRAM <br />County of Cabarrus <br />WHEREAS, the state - funded, formula -based Rural Operating Assistance Program <br />(ROAP) administered by the North Carolina Department of Transportation, <br />Public Transportation Division provides funding for the operating cost of <br />passenger trips and for other transportation services for counties within the <br />state; <br />WHEREAS, the county uses the most recent transportation plans (i.e. CTSP, <br />CTIP, LCP) available and other public involvement strategies to learn about <br />the transportation needs of agencies and individuals in the county before <br />determining the sub - allocation of these ROAP funds; <br />
