August 15, 2011 (Regular Meeting) <br />Page 559 <br />8. Each applicant for EA shall furnish and /or assist the worker to <br />verify his eligibility by presenting documentary proof where <br />required verifying needs, income, the availability of other <br />resources, and any other data required for eligibility <br />determination as follows: <br />a) Receipts reflecting an unusual and /or unexpected expense <br />during the 30 days preceding the Emergency Assistance <br />application. <br />b) Social Security Cards for household members. <br />c) Documentation of citizenship per DHHS Economic and Family <br />Services Section Energy Manual Section 320. <br />d) Physician statements for those applicants and /or household <br />members that have physical or mental impairment that <br />substantially limits their ability to maintain or secure <br />employment during the 30 days preceding the Emergency <br />Assistance application. <br />e) Check stubs, wage statements, ESC benefits, child support, <br />bank or retirement fund statements for applicant and all <br />household members as applicable. <br />f) Check stubs and /or wage statements reflecting decreased <br />income during the 30 days preceding the Emergency Assistance <br />application. <br />g) Utility termination notices. <br />h) Leases and eviction notices (court documents or landlord <br />statement indicating that eviction will occur if payment is <br />not received on a specific date). <br />i) Employer statement reflecting termination date and or reason <br />for termination if applicant or household member meets <br />unemployed as defined in Section 1.d or f above. <br />j) Eviction court documents, verification of property <br />condemnation, temporary housing situation (i.e. homeless <br />shelter, Family Promise, C -VAN) related to previous <br />residence. <br />k) Additional documentary proof as deemed necessary. <br />9. Services to be provided through EA are as follows, when there <br />are emergency needs, and are directly related to obtaining or <br />maintaining employment: <br />• Car repairs (must be employment related) <br />• Emergency housing for victims of family violence (exceeding DV <br />funding limits) <br />• Housing for displaced families in a crisis situation Only <br />paid when following conditions exist: eviction from previous <br />residence (eviction court documents required) property <br />condemnation of prior residence, temporary housing situation <br />(i.e. homeless shelter, Family Promise, CVAN) This would help <br />to exclude casual moves. <br />• Past due rent (must have an eviction notice or landlord <br />statement indicating that eviction will occur if payment is <br />not received on a specific date) <br />• Licenses deemed necessary for work and inability to get <br />license will jeopardize employment <br />• Utility expenses (must have disconnect notice) Deposits, <br />returned check charges and /or tampering fess will not be <br />included. Must be within 5 days of disconnect. <br />• Transportation assistance when needed to relocate (distance of <br />relocation will impact ability to assist) <br />• Medical needs not covered by Medicare /Medicaid, when <br />financially practical to pay for them. (Requires PA /Director <br />approval) <br />• Any other requests must have the approval of the Adult and <br />Family Services Program Administrator and /or Director. <br />Cabarrus County budgeted $410,000 for FY 2011 from the Work First <br />Block Grant to fund the EA program. <br />B. Special Emergency Assistance (EA) Provision for Displaced Workers <br />Due to Plant Closures, Large -Scale Layoffs, or Natural Disasters <br />(This provision is not continuously in effect, and can only be <br />enacted on the authority of the Director): <br />The special provision of EA for families where the wage earner <br />is displaced due to a plant closure, large -scale layoff, or natural <br />disaster has specific eligibility requirements that must be followed <br />in order to access the increased benefits funding.
