The requirements and benefits are as follows: <br />1. Gross household income must be at or below 2000 of the federal <br />poverty level. Household may not have over $2,000.00 in reserve. Reserve in this <br />case is defined as cash on hand, savings accounts, and /or <br />checking accounts. <br />3. Income, reserve and outstanding bills must be verifiable through <br />the following methods that are applicable in each situation: <br />a) Pay stubs for all household members, using Work First kinship <br />rules <br />b) Most recent bank statement <br />c) Unemployment Benefits Award Letter <br />d) Family must have outstanding verifiable bills <br />4. Families receiving benefits must receive budgetary counseling, <br />which will be provided through Consumer Credit Counseling. <br />5. Family must have a plan in place to meet their ongoing needs. <br />6. Wage earner(s) must be involved in an organized program for re- <br />employment, when appropriate and available and provided. <br />7. Specific benefits of Special Provision: <br />a) Benefit payments may be up to but not exceeding $1,200.00 for <br />various critical expenses during a 12 -month period. (Director <br />will set the limit). Benefit payments exceeding certain <br />levels must have approval of various levels of management. <br />b) For rent or mortgage payments, an eviction notice or <br />foreclosure notice is needed. <br />c) For necessary utility bills, a cutoff notice is needed. <br />d) If critically necessary prescription drugs are requested, a <br />drug list from the pharmacy is required. <br />e) Due to its necessity in job search efforts, a payment for <br />Internet access service is allowable under this provision, but <br />cannot exceed $20.00 per month. <br />f) Other expenses can be paid through this Special Provision, as <br />referenced in section VI. A. 9. <br />Services to low income families (under 200% of federal poverty level) <br />Due to limited funding and numbers of families in need, Cabarrus County <br />will operate a limited service program to low- income families who are not <br />recipients of Work First and are not determined to be in an emergency <br />situation and in need of Emergency Assistance. These services are <br />designed to assist families with some basic needs to stabilize their <br />situation, and likely prevent an application for public assistance. The <br />following guidelines will govern families accessing this assistance: <br />1. The family must include a minor child in the home, and age limits <br />must meet Work First guidelines. <br />2. Family members are to give their statement as to citizenship and <br />identity <br />3. Any medical care paid for must be Maintenance of Effort funds. TANF <br />funds cannot be used to provide medical care. <br />4. Any assistance provided must be short -term, non - recurring, and <br />designed to deal with a specific episode of need, and not extending <br />beyond four (4) months. <br />5. Income to determine eligibility is computed using Work First <br />guidelines. <br />6.
