August 15, 2011 (Regular Meeting) Page 563 <br />the County is required to revise its current Drug Free Workplace Policy, <br />Appendix, E and 0 to meet these new standards. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the revised Drug Free Workplace <br />Policy to replace existing policies with authorization for staff to make <br />necessary administrative adjustments to forms and formatting, grammatical and <br />administrative adjustments in the published document. <br />Revisions to the Appendix, Sections E and 0, are as follows: <br />Appendix <br />E. DOT regulated employees are prohibited from the use or possession of <br />alcohol while on duty, while on -call to perform safety sensitive <br />duties, and four hours prior to duty. Alcohol use is also prohibited <br />by any covered employee required to submit to post- accident alcohol <br />testing for feu- r eight (8) hours following the accident or until the <br />alcohol test is performed. <br />0. If a DOT regulated employee is directed to submit to a collection under <br />direct observation in accordance with 49 CFR Part 40.67, the policy <br />administrator -sr supervisor or collector must explain to the employee <br />the reason for a directly observed collection. Circumstances requiring <br />direct observation include: <br />1. All return to duty tests. <br />2. All follow -up tests. <br />3. Anytime the employee is directed to provide another specimen <br />because the temperature on the original specimen was out of the <br />acceptable temperature range. <br />4. Anytime the employee is directed to provide another specimen <br />because the oriainal specimen appeared to have an attempt to tamper <br />1�7; t- r <br />5. Anvtime a collector observes materials brouaht to the collection <br />site or the employee's conduct clearly indicates an attempt to <br />tamper with a specimen. <br />6. Anytime the employee is directed to provide another specimen <br />because the laboratory reported to the MRO that the original <br />specimen was invalid and the MRO determined that there was not an <br />adequate medical explanation for the results. <br />7. Anytime the employee is directed to provide another specimen <br />because the MRO determined that the original specimen was positive, <br />adulterated, or substituted, but had to be cancelled because the <br />test of the split specimen could not be performed. <br />(F - Parks Department: - Approval of Matching Incentive Grant request - FY <br />2011 -2012 and Related Budget Amendment - $50,000.00 <br />The Matching Incentive Grant Program provides seed money for civic, <br />community, and school groups to construct, improve, or acquire recreational <br />and park facilities in Cabarrus County. The grant will fund up to 50 percent <br />of the project. The Cabarrus County Parks Commission reviewed six (6) <br />requests for the Matching Incentive Grant funds totaling $142,169.00 at its <br />June 16, 2011 meeting. The Parks Commission recommends awarding $50,000.00 <br />toward these community projects. Funding is included in the FY 2011 -2012 <br />budget.
