September 6, 2011 (Work Session) <br />Page 585 <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board voted to place "Trucks and SW Bid Award" <br />on the September 19, 2011 Agenda as a Consent item. <br />ITS - Approval of Request to Change the Name of Christenbury Road to <br />Edenberry Drive and Public Hearing - 6:30 P.M. <br />Lee Snuggs, E911 Address Coordinator, presented a request to change the <br />name of Christenbury Road to Edenberry Drive to reduce confusion amongst <br />first responders and dispatchers. Christenbury Road is located off Cox Mill <br />Road near the Cabarrus and Mecklenburg County border. Christenbury Parkway <br />is located west of Christenbury Road. In response to questions from the <br />Board, he stated there are currently no residents on Christenbury Road making <br />it an optimal time to change the street name and that the City of Concord <br />selected the new street name. The property along the western side of <br />Christenbury Road is located in unincorporated Cabarrus County and is owned <br />by Christenbury Farms, Inc. (Parcel I.D. No. 4589379651.00000000.) The <br />property along the eastern side of Christenbury Road is located in the City <br />of Concord and is owned by Piedmont Natural Gas. (Parcel I.D. No. <br />4589584111.00000000.) <br />Chairman White requested the property owners be notified of the public <br />hearing. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board voted to place "Approval of Request to <br />Change the Name of Christenbury Road to Edenberry Drive" on the September 19, <br />2011 Agenda as a New Business item and scheduled a public hearing for 6:30 <br />p.m. <br />Sheriff - Regional Emergency Radio System <br />This item was removed from the Agenda. <br />Tax Administration - Presentation of the Schedule of Values for the 2012 <br />Revaluation - Public Hearing - 6:30 P.M. <br />Brent Weisner, Tax Administrator, presented an update on the progress <br />of the Schedule of Values (SOV) for the 2012 Revaluation. Highlights <br />included the following: one (1) telephone call was received since the SOV <br />was published; the revaluation of neighborhoods is approximately sixty (60) <br />percent complete with a decreased value of 15.75 percent; and the <br />commercial /industrial numbers are not yet available; etc. <br />Chairman White pointed out next year's budget is based on a thirteen <br />(13) percent decrease. <br />Mr. Weisner provided copies of a flow chart on the development of the <br />SOV and responded to questions from the Board. The following issues were <br />addressed: the SOV is available for public inspection at the Tax Department <br />and is posted on the county website ( www. cabarruscounty. us ) ; to discuss the <br />SOV, citizens are encouraged to make an appointment with Chris Ferriss, Real <br />Property Manager; and the final values will be determined in December or <br />January. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board voted to place "Presentation of the <br />Schedule of Values for the 2012 Revaluation" on the September 19, 2011 Agenda <br />as a New Business item and scheduled a public hearing for 6:30 p.m. <br />BOC - Proclamation Acknowledging September as Prostate Cancer Awareness Month <br />Chairman White requested a proclamation acknowledging September as <br />Prostate Cancer Awareness Month. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board voted to suspend the Rules of Procedure <br />and adopted the following proclamation: <br />Proclamation No. 2011 -08 <br />PROCLAMATION <br />WHEREAS, prostate cancer is the second leading cause of cancer death among <br />American men; and <br />
