<br />Susie Morris, Planning and Zoning Manager, presented the following
<br />information relating to a request for an appeal of Rezoning Case RZON -2011-
<br />00003: on July 12, 2011, the Planning and Zoning Commission considered a
<br />request to rezone approximately +/- 138.094 acres from LC /CR (Limited
<br />Commercial /Countryside Residential) to LC /HDR (Limited Commercial /High
<br />Density Residential) ; the property is located on Highway 24/27 - PIN No.
<br />5535 -31 -6128; the Planning and Zoning Commission acted (9 to 0) to deny the
<br />request; and the applicant has filed an appeal, therefore the Board of
<br />Commissioners must hold a de novo hearing and render a final decision.
<br />Chairman White disclosed that Michael R. Burgner, agent on this appeal,
<br />is one of his partners at Hartsell & Williams, P.A. and will therefore recuse
<br />himself from the hearing at the regular meeting.
<br />In response to questions from the Board, Richard Koch, County Attorney,
<br />advised it is not necessary for Chairman White to be recused from the vote to
<br />place the item on the Agenda.
<br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer
<br />and unanimously carried, the Board voted to place "APPL2011- 00001, Appeal of
<br />Rezoning Case RZON -2011- 00003" on the September 19, 2011 Agenda as a New
<br />Business item and scheduled a public hearing for 6:30 p.m.
<br />Emergency Management - Countywide Fire Study - Selection of Fire Study
<br />Consulting Firm
<br />Steven Langer, Fire Marshal, reported Requests for Qualifications
<br />(RFQs) were solicited and six (6) responses received from consulting firms
<br />for the development of a county -wide fire study. A selection committee,
<br />comprised of representatives from municipal and volunteer fire departments, a
<br />member of the Fireman's Association and a member of the County Fire Marshal's
<br />office, selected three (3) firms to participate in formal interviews. On
<br />behalf of the committee, Mr. Langer recommended Public Safety Solutions, Inc.
<br />be hired to conduct the study.
<br />A discussion ensued with Mr. Langer responding to questions from the
<br />Board. Commissioner Carruth commented on the importance of implementing the
<br />study's recommendations once it is complete.
<br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage
<br />and unanimously carried, the Board voted to place "Countywide Fire Study -
<br />Selection of Fire Study Consulting Firm" on the September 19, 2011 Agenda as
<br />a Consent item.
<br />General Services - Trucks and SUV Bid Award
<br />Ityle Bilafer, General Services Director, reported on July 18, 2011, the
<br />County posted an invitation for bids (IFB) on its website
<br />( www.cabarrus county. us ) for two (2) service trucks for General Services, two
<br />(2) pick -up trucks for the Parks Department and one (1) heavy duty SUV for
<br />Emergency Management. The bids were opened on August 4, 2011. Hilbish Ford
<br />was the low bidder for the two (2) service trucks and the one (1) heavy duty
<br />SUV. Parkway Ford was the low bidder for the two (2) pick -up trucks. Mr.
<br />Bilafer responded to questions from the Board and noted this purchase is
<br />approximately $14,000.00 under budget.
