September 19, 2011 (Regular Meeting) <br />Page 590 <br />NOW, THEREFORE, BE IT RESOLVED that the membership of the North <br />Carolina Association of County Commissioners expresses sincere appreciation <br />and gratitude to the following: <br />e The Cabarrus County Board of Commissioners, especially Chairman H. <br />Jay White, Sr., and all the Cabarrus County staff, for hosting the conference <br />and for providing special assistance over the past months, with our special <br />commendations to County Manager John Day, Deputy County Manager Mike Downs, <br />Deputy County Manager Pam Dubois, Clerk to the Board Kay Honeycutt, and the <br />other members of the Cabarrus County Annual Conference Planning Committee: <br />Aaron Newton, Aimee Hawkins, Kevin Grant, Kate Parker, and Debbie Bost; <br />e The many Cabarrus County volunteers who helped with our conference <br />set -up, registration, off -site events and the Horn 0' Plenty dinner; <br />e The Cabarrus County farmers and suppliers who planted, nourished and <br />harvested much of the food that was consumed during the conference; <br />e Our guest speakers, including Dr. James H. Johnson, Neil Howe, and <br />Tim Lowry, and all of the many excellent presenters who participated in our <br />workshops; <br />e Dr. Marshall Stewart and Ms. Sarah Kotzian of NC State University <br />Department of 4 -H Youth Development and Family & Consumer Sciences, North <br />Carolina Cooperative Extension for their assistance and support in organizing <br />Youth Vice 2011, and the youths who participated in both the summit and this <br />conference program; <br />a The Speedway Club at Charlotte Motor Speedway; Jennifer Parsley and <br />AIM Tours /Adventures in Motorsports; Tracy Aldridge and the staff of the <br />Cabarrus County Convention and Visitors Bureau; the Courtyard Marriott <br />Charlotte /Concord. and The Embassy Suites Concord staff and especially, <br />Deborah Nicolas, Patty Medlin and Dawn Lineberger; <br />® The many supportive corporate groups and organizations who gave <br />financial support and in -kind contributions to our 2011 Annual Conference; <br />a The many organizations, agencies and businesses that participated in <br />the 2011 Exhibit Show; <br />AND FURTHER, BE IT RESOLVED that a copy of this Resolution be spread <br />upon the minutes of the 2011 Annual Conference Proceedings of the North <br />Carolina Association of County Commissioners, by virtue of the authority <br />vested in this body. <br />Adopted this 20 Day of August of 2011 in Cabarrus County, North <br />Carolina. <br />/s/ Joe Bryan <br />Joe Bryan, 2010 -11 President <br />North Carolina Association of County Commissioners <br />(C -2) Commerce - Service Recognition for Former Cabarrus County Planning and <br />Zoninq Commission Members <br />Commissioner Carruth presented a certificate of appreciation to Barry <br />Shoemaker for six years of dedicated service (Aug 15, 2005 - Aug 31, 2011) as <br />a member of the Cabarrus County Planning and Zoning Commission. Mr. <br />Shoemaker accepted the certificate and expressed appreciation. <br />Mr. Tommy Porter was also slated for recognition but was unable to <br />attend the meeting. <br />(C -3) Communications and Outreach - Proclamation - Observance of Pregnancy <br />and Infant Loss Remembrance Day - October 15th <br />Christopher and Angela Bullard presented a short video relating to a <br />balloon release for Pregnancy and Infant Loss Remembrance Day. Chairman <br />White read the proclamation aloud. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2011 -09 <br />PREGNANCY AND INFANT LOSS REMEMBRANCE DAY <br />
