A general discussion <br />ensued on whether to use the sales tax refunds for debt service payments as <br />is customarily done or to fund other QSCB projects on the priority list. Ms. <br />Kluttz, Mike Downs, Interim County Manager and Pam Dubois, Deputy County <br />Manager responded to questions from the Board. <br />Vice Chairman Poole advised that whatever decision is made, it should <br />apply to both school systems. <br />UPON siOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board voted to place " Cabarrus County School's <br />Request for Use of QSCB Contractor Sales Tax" on the October 17, 2011 Agenda <br />as a New Business item. <br />Rot - a-= - v Park - Union Street and Corban Avenue <br />Brian King and Mark Hermans, Concord Rotary Club, presented an updated <br />request to construct a small park at the corner of Union Street and Corban <br />Avenue. Mr. King reviewed a slide show of similar parks around the region <br />and the following overview as presented in the Agenda: <br />Rotary Square <br />Overview and Essential Elements <br />• Rotary Square will be designed and constructed solely with private <br />funds and in -kind donations raised by Concord Rotary Club. <br />• Rotary Square will be designed by licensed architects and engineers <br />to be attractive, safe, durable and low- maintenance. <br />• The County will continue to own the Rotary Square property at the <br />corner of South Union Street and Corban Avenue, but a restriction <br />will be recorded limiting the property to use as Rotary Square. <br />• Rotary Square will incorporate "dancing fountains" which will <br />attract families to downtown. The fountains will be fully <br />programmable and can be made to operate only when people are present <br />if desired. Potable water will be used to ensure that the water is <br />clean and safe. The County will not be responsible for the water <br />charges. <br />• WSACC has formally agreed by board action last month to maintain the <br />pumps and water features of Rotary Square at no cost to the County. <br />• The County will maintain Rotary Square once it is complete. The <br />County will have no financial obligation for Rotary Square other <br />than this minimal ongoing maintenance. <br />• Rotary Square will be multi - functional, usable for example as: <br />• A play area for children <br />• A small amphitheatre or concert pavilion <br />c A farmers' market <br />• A craft show area <br />• A place for press conferences, public announcements and <br />celebrations <br />• A public gathering space <br />• Rotary Square will be designed to discourage loitering. <br />• Rotary Square promotes the County's efforts to encourage tourism, <br />local agriculture, small businesses and local spending. <br />• Rotary Square is the perfect use for the property and adds a <br />beautiful, engaging, family- friendly focal point to downtown at no <br />cost to the County. <br />• Rotary Square has the support of the City of Concord, the Concord <br />Downtown Development Corp., St. James Lutheran Church, WSACC, the <br />Piedmont Farmers' Market, major financial donors, and many downtown <br />property owners and stakeholders. <br />• Rotary Square will be a lasting legacy from the County, Concord <br />Rotary Club and all those involved. <br />
