October 3, 2011 (Work Session) Page 628 <br />Kyle Bilafer, General Services Director, reported a request for <br />Qualifications (RFQ) for architectural services was posted to the county <br />website on June 29, 2011 for the upfit /renovations of the Human Services <br />Building. Eight (8) qualification packages were submitted and were reviewed <br />by the internal selection committee comprised of County employees. Upon <br />review of the RFQ submissions, he said four (4) firms were identified by the <br />committee to make a formal presentation and respond to specific questions <br />related to the proposed project. Further, he said the presentations were <br />conducted on September 2, 2011. The internal committee voted after the <br />presentations were completed, with Yates, Chreitzberg & Hughes being selected <br />as the recommended architectural firm. Mr. Bilafer and Mike Downs, Interim <br />County Manager, also responded to questions from the Board. Mr. Downs also <br />commented on several county departments relocating to the Human Services <br />Building. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board voted to place "Human Services Building <br />Upfit - Selection of Architectural Design Firm" on the October 17, 2011 <br />Agenda as a Consent item. <br />ITS - Proclamation Acknowledging October as Cyber Security Awareness Month <br />Pam Dubois, Deputy County Manager, requested the proclamation <br />acknowledging October as Cyber Security Awareness Month be adopted at the <br />work session due to time constraints. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board suspended its Rules of Procedure and <br />adopted the following proclamation: <br />Proclamation No. 2011 -12 <br />CYBER SECURITY AWARENESS MONTH IN CABARRUS COUNTY <br />A PROCLAMATION <br />WHEREAS, we recognize the vital role that technology has in our daily lives <br />and in the future of our County, State and Nation, whereby today many <br />citizens, schools, libraries, businesses and other organizations use the <br />Internet for a variety of tasks, including keeping in contact with family and <br />friends, managing personal finances, performing research, enhancing education <br />and conducting business; and <br />WHEREAS, critical sectors are increasingly reliant on information systems to <br />support financial services, energy, telecommunications, transportation, <br />utilities, health care, and emergency response systems; and <br />WHEREAS, the use of the Internet at the primary and secondary school levels <br />in this State enhances the education of youth by providing them access to <br />online educational and research materials; and at institutions of higher <br />education, the use of information technology is integral to teaching and <br />learning, research, and outreach and service; and <br />WHEREAS, Internet users and our information infrastructure face an increasing <br />threat of malicious cyber attack, loss of privacy from spyware and adware and <br />significant financial and personal privacy losses due to identity theft and <br />fraud; and <br />WHEREAS, the Stop.Think.Connect. Campaign ( www.stopthinkconnect.org ) is a <br />national effort coordinated by a coalition of private companies, nonprofits <br />and government organizations to help all digital citizens stay safer and more <br />secure online; and <br />WHEREAS, the Multi -State Information Sharing and Analysis Center was <br />established to provide a collaborative mechanism to help state, local, <br />territorial and tribal governments enhance cyber security; and Cabarrus <br />County Information Technology Services provides a comprehensive approach to <br />help enhance our security; and <br />WHEREAS, the U.S. Cyber Challenge initiative (www.uscyberchallenge.org) is <br />working to identify 10,000 of America's best and brightest to fill the ranks <br />of cyber security professionals where their skills can be of the greatest <br />value to the nation; and <br />
