October 3, 2011 (Work Session) Page 629 <br />WHEREAS, maintaining the security of cyberspace is a shared responsibility in <br />which each of us has a critical role, and awareness of computer security <br />essentials will improve the security of Cabarrus County information <br />infrastructure and economy; and <br />WHEREAS, the U.S. Department of Homeland Security ( www.us- cert.gov , the <br />Multi -State Information Sharing and Analysis Center ( www.msisac.org ), the <br />National Association of State Chief Information Officers, ( www.nascio.org ) ; <br />and the National Cyber Security Alliance ( www.staysafeonline.org ) have <br />declared October as National Cyber Security Awareness Month; and all citizens <br />are encouraged to visit these sites to learn about cyber security and put <br />that knowledge into practice in their homes, schools, workplaces, and <br />businesses. <br />NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners does hereby proclaim October as <br />CYBERSECURITY AWARENESS MONTH <br />IN CABARRUS COUNTY <br />Adopted this the 3rd day of October, 2011 <br />/s/ H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />Parks Department - Resolution of Support for a Carolina Thread Trail DOT - <br />Tiger Grant Application <br />Londa Strong, Parks Director, reported the Carolina Thread Trail (CTT) <br />has identified a section of the adopted Cabarrus County Thread Trail Greenway <br />Plan for a DOT (Dept. of Transportation) Tiger Grant application. The <br />identified section has 18.8 miles in the Kannapolis, Concord, and Harrisburg <br />jurisdictions and joins Charlotte /Mecklenburg to complete the 34 mile section <br />of identified trail. This $17 million federal grant application will be <br />completed by the CTT staff and contract vendors. There is a 20 percent local <br />match for the jurisdictions receiving funding for the greenway development as <br />follows: Kannapolis - $349,007.89; Concord - $2,472,940.99; and Harrisburg - <br />$678,773.76. However, no funds are requested from the County. <br />Lindsey Dunavent, Carolina Thread Trail and Stanly County Commissioner, <br />advised the resolution of support will be submitted with an application for <br />the Tiger funds. He stated the transportation grant consists of an eighty <br />(80) percent grant and a twenty (20) percent local match. A resolution of <br />support has already been approved by the cities of Concord, Kannapolis and <br />Harrisburg, as well as, the Cabarrus Visitors Bureau. He also responded to <br />questions from the Board. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board voted to place "Parks Department - <br />Resolution of Support for a Carolina Thread Trail DOT - Tiger Grant <br />Application" on October 17, 2011 Agenda as a New Business item. <br />Solid Waste - Cabarrus County Construction and Demolition_ Landfill / <br />Household Hazardous Waste Facility - Revised Fee Schedule <br />Kevin Grant, Sustainability Manager, reported the Solid Waste <br />Department suggests the collection fees for used televisions and computer <br />monitors be eliminated from the current fee schedule. The County currently <br />charges $5.00 for each television up to 20" diagonal and computer monitors <br />and $10.00 for larger televisions brought to the HHW Facility. However, <br />there are no charges for these items in the County's new 3 -year contract with <br />eCycleSecure, the used electronic recycling vendor. Mr. Grant also responded <br />to questions from the Board. <br />The proposed fee schedule is as follows: <br />Cabarrus County Solid Waste Fee Schedule <br />Effective: November 1, 2011 <br />Construction and Demolition (C &D) Waste <br />$31.00 per ton / minimum charge <br />$25.00 flat rate per load <br />501 to 1,999 pounds <br />$13.00 flat rate per load <br />1 to 500 pounds <br />
