October 17, 2011 (Regular Meeting) Page 652 <br />Commissioner Carruth requested a comparison of the cost of borrowing be <br />provided when the item is brought back to the Board. <br />The MOTION unanimously carried. <br />(G -2) Board of Elections (Corban Avenue) Demolition - Selection of <br />Architectural /Engineering Firm <br />Kyle Bilafer, General Services Director, reported an RFQ (Request for <br />Qualifications) was posted to the county website ( www.caba.rruscounty.us ) on <br />March 22, 2011 for proposed demolition engineering and architectural services <br />for - the old Board of Elections building on Corban Avenue. Four (4) <br />qualification packages were received and reviewed by the internal selection <br />committee comprised of County employees. Griffin Architecture, P.A. was <br />recommended by the committee. <br />Mr. Bilafer also responded to questions from the Board related to the <br />ramifications of selling the property in its current condition. The RFQ <br />summary as set forth in the Agenda is as follows: <br />RFQ Summary for Old BOE Demolition (April 2011) <br />Architectural <br />Location <br />structural <br />Location <br />Mechanical/ <br />Location <br />Civil <br />Location <br />Firm <br />Plumbing /Electrical <br />Mercer Design <br />Weaverville <br />All In House <br />Group <br />Ramsay Burgin <br />Salisbury <br />ICES <br />Charlotte <br />ICES <br />Charlotte <br />ICES <br />Charlotte <br />Smith <br />Yates, <br />Concord <br />Arp <br />Monroe <br />Optima <br />Charlotte <br />Chambers <br />Albemarle <br />Chreitzberg, <br />Hughes <br />Griffin <br />Concord <br />H &H <br />Cornelius <br />McKnight Smith Ward <br />Charlotte <br />CESI <br />Concord <br />Engineering <br />Griffin <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and carried, with Chairman White, Vice Chairman Poole and Commissioners <br />Carruth and Measmer voting for and Commissioner Burrage voting against, the <br />Board selected Griffin Architecture, P.A. as the architect for the Board of <br />Elections (Corban Avenue) demolition and authorized the County Manager and <br />County Attorney to negotiate a contract on behalf of the Board. <br />(G -3) Emergency Management - Contract for Methamphetamine Lab Clean -up <br />Bobby Smith, Emergency Management Director, requested approval of a <br />$25,000.00 budget amendment for a contract with Contaminant Controls, Inc. <br />(CCI) to provide clean -up services for methamphetamine labs. He advised <br />Federal and State funding that was previously available for that program is <br />no longer available. He clarified this contract is to mitigate immediate <br />hazards. He stated, if the structure has areas that need remediation, but is <br />not an eminent hazard, the property will be secured, go through the posting <br />process and then the SBI (State Bureau of Investigation) and Health <br />Department will work with the property owners to remediate that property. He <br />further stated the County can obtain reimbursement from a grant program with <br />the EPA (Environmental Protection Agency) ; however, it is a lengthy process <br />that will take approximately 18 months to complete. Asset seizer / <br />restitution will be addressed on a case -by -case basis. <br />Mr. Smith also responded to questions from the Board and noted the <br />County will not incur billing charges until CCI is in route to a call. <br />Further, he noted the company's headquarters is on the Cabarrus /Rowan line <br />which should result in a quick response time. <br />Commissioner Carruth MOVED to approve the contract with CCI for <br />methamphetamine lab clean -up and authorize the budget amendment to cover the <br />associated costs. Vice Chairman Poole seconded the motion. <br />Chairman White stated for clarification, the County does not have a <br />methamphetamine problem on a daily or weekly basis. <br />Brad Riley, Cabarrus County Sheriff, advised since 2002, 13 <br />methamphetamine labs have been discovered countywide. <br />The MOTION unanimously carried. <br />Date:10 /17/2011 Amount:$25,000 <br />Dept.
