Federal funds have been exhausted for the payment <br />o f t his service and n it is the re sponsibility of local mu and counties. <br />;Accou Number Account Name Appro Budget In Amount Dec Amount Revised Budget I <br />10 0192710 -9445 & Purchase Services $1,450 00 $25,00 00� j $26,450.00 <br />_. - <br />,00191910 -96 60 !Contingency $262,6 86.00 - � J $2 5,000.00t $237,686.00 <br />At 8:01 p.m., Richard Koch, County Attorney, was excused from the <br />meeting. <br />(G -4) Rotary Park - Union Street and Corban Avenue <br />This item was removed from the Agenda at the request of the applicant. <br />(G -5) Parks Department - Resolution of Support for a Carolina Thread Trail <br />DOT - Tiger Grant Application <br />Londa Strong, Parks Director, presented the following information <br />relating to a request for a resolution of support for a Carolina Thread Trail <br />DOT - Tiger Grant Application: the identified section of the trail consists <br />of 18.8 miles in Kannapolis, Concord and Harrisburg jurisdictions and joins <br />Charlotte /Mecklenburg to complete the 34 mile section of identified trail; in <br />2009 the Thread Trail Greenway Master Plan was approved by Cabarrus County <br />and all the municipalities as an official element of the Comprehensive Master <br />Plan, better known as Livable Community Blueprint; and no funds are being <br />requested from Cabarrus County at this time. <br />Travis Morehead, Carolina Thread Trail, stated his availability to <br />respond to questions. He reiterated this request is for a resolution of <br />support and that no funds are being requested from the County at this time. <br />He also reviewed the origin of the Federal Tiger Grant funding and local <br />matching funds, eminent domain, right -of -way and trail collocation, Agenda <br />21, etc. <br />A general discussion ensued with Mr. Morehead and Ms. Strong responding <br />to additional questions from the Board. <br />Commissioner Burrage expressed concern with the indebtedness of the <br />Federal government and noted the Board's prior rejection of stimulus funding <br />for weatherization programs. Commissioner Carruth expressed support for the <br />resolution. <br />Commissioner Carruth MOVED to adopt the resolution. Chairman White <br />read the resolution aloud and seconded the motion. The MOTION carried with <br />Chairman White, Vice Chairman Poole and Commissioner Carruth voting for and <br />Commissioners Burrage and Measmer voting against. <br />Resolution No. 2011 -23 <br />RESOLUTION OF SUPPORT <br />Whereas, the President of the United States signed the FY 2011 Continuing <br />Appropriations Act which authorized $526.944 million to DOT for National <br />Infrastructure Investments, referred by DOT as TIGER Discretionary Grants, <br />and <br />Whereas, this year's TIGER Discretionary Grants are for capital investments <br />in surface transportation and are to be awarded on a competitive basis for <br />projects that will have a significant impact on the nation, a metropolitan <br />area, or a region, and <br />Whereas, the project outlined herein will significantly impact desirable <br />long -term outcomes for this region in regard to economic competitiveness, <br />livability, environmental sustainability and safety, and will quickly create <br />and preserve jobs, and will promote rapid increases in economic activity, and <br />Whereas, this project demonstrates strong collaboration among a broad range <br />of participants and integrates transportation with other public service <br />efforts by enhancing connectivity via an active transportation network to <br />residential areas, businesses, schools, colleges, universities, major <br />employers, health care facilities, and regional and national visitor <br />attractions, and <br />Whereas, alternative transportation opportunities also provide key amenities <br />to neighborhoods, provide safe areas for underserved citizens old and young <br />to use for travel, improve the quality of the air by promoting non - motorized <br />
