October 17, 2011 (Regular Meeting) Page 639 <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2011 -13 <br />Proclamation of Weatherization Day 2011 <br />Whereas, October is National Energy Awareness Month, and October 30 is <br />designated as National Weatherization Day; and <br />Whereas, the County of Cabarrus has a long standing commitment to <br />conserve its resources and to help low - income households through its <br />Weatherization Assistance Program; and <br />Whereas, the State of North Carolina has administered the <br />Weatherization Assistance Program since its inception in 1976, providing a <br />variety of state and federal resources through numerous community action <br />agencies, housing authorities and departments of local government that serve <br />people in every county in the state; and <br />Whereas, it is important to recognize the importance of those programs <br />that ensure that all residents, especially those living at or below the <br />federal poverty level, have the opportunity to live in energy efficient, <br />healthy, safe, and comfortable homes as provided for by the Weatherization <br />Assistance Program; <br />Now, Therefore, I, H. Jay White, Sr., Chairman of Cabarrus County Board <br />of Commissioners, do hereby proclaim October 30, 2011 as: <br />"Weatherization Day" <br />in the County of Cabarrus and I urge all citizens to join me in this <br />observance. <br />Adopted this the 17 day of October, 2011. <br />/s/ H. Jay White, Sr., Chairman <br />Board of Commissioners <br />(F -3) Finance - Extension of Audit Contract with Martin Starnes and <br />Associates, CPA's for FY 2012 through FY 2016, with Additional One -Year <br />Renewals <br />Cabarrus County has worked with Martin Starnes and Associates for the <br />past three years on the County's audit. We have built a great relationship <br />and made significant improvements on the County's internal controls with the <br />firm's guidance and assistance. The Finance department would like to extend <br />the contract between Martin Starnes and Associates and Cabarrus County for a <br />five -year period with two additional one -year options. The fee increases are <br />reasonable and do not exceed 1.2 percent per year over the five -year period. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the contract between Cabarrus <br />County and Martin Starnes and Associates, CPA's as set forth above; and <br />authorized the County Manager to execute the contract on behalf of Cabarrus <br />County, subject to review or revisions by the County Attorney. <br />(F -4) Finance - Budget Amendment - 911 Emergency Telephone System Special <br />Revenue Fund <br />The attached budget amendment enables funding for the following <br />expenditures: <br />1. Reclassify budgeted expenses from Purchased Services. to Equipment <br />Rental for the rental of the Positron Host - Remote system for a full <br />year - $11,385.25 monthly rental. <br />2. Appropriate funds from the FY 2011 911 ETS Fund Balance for public <br />safety needs pursuant to Section 9 of Session Law 2010 -158. New <br />legislation now allows for primary PSAP's to use up to 50 percent of <br />the Emergency Telephone System Fund Balance at June 30, 2010. This <br />project was approved by the Board of Commissioners in FY 2011. Funds <br />are now needed and will be used primarily for the purchase of radio and <br />recording equipment for the upgrade of the 911 station. This project <br />has a start date of November 7, 2011. <br />
